The post holder is required to develop, manage and implement a large portfolio of IT projects and programmes for the Trust. The post holder will be responsible for, together with senior managers and clinical staff, to provide strategic direction in respect of operational and project led services across the Trust and developing a draft data and digital implementation plan, to deliver the NHS England data and digital framework to 2026. To develop and lead the Project and Business Analyst function. Directing training to ensure that resources are aligned to ensure projects are delivered with the appropriate level of support for clinical and operational delivery. Overseeing the delivery of the Data and Informatics Project portfolio and coordinate project interdependencies. The post holder will, under the direction of the North East and Yorkshire Genomic Medicine Service (NEYGMS) Data and Informatics Director, be responsible for all services activities relating to the digital design and delivery of clinical solutions for NEYGMS, the Trust and external partners. To make a significant contribution to the aspects of the Data and Informatics strategy, which enables the Trust to meet its business goals and to achieve statutory and business reporting requirements. The post holder will be required to work both regionally, nationally and across the Genomic Medicine Service network, establishing the digital linkages needed to establish the lines of communication between key stakeholders. To give comprehensive support and advice to a range of senior managers, on a range of highly complex or contentious issues. The post holder will advise on technology strategies and assess emerging technologies for their value and validity to the NEYGMS business. Owns, develops, and manages the corporate programme framework and implements those disciplines across the organisation ensuring deliverance of a professional, high-quality service. To assist with the management and operation of NEYGMS Data and Informatics, the post holder will be required to deputise for the NEYGMS Data and Informatics Director in both regional and national meetings as required. To ensure the timely and accurate production of programme status reports for senior management and Trust Board. The post holder will report directly to the NEYGMS Director of Data and Informatics and be accountable to the NEYGMS Managing Director, Operations Director and Laboratory Services Director. To lead the Data and Informatics Project Management team with matrix management of other IT staff as required. The post holder will analyse and report on a range of options in order to contribute to decision making regarding major strategic programmes such as the implementation, roll out and future versions of a new region-wide Laboratory Information Management System (LIMS). Development and delivery of a comprehensive portfolio of work comprising of programmes, projects, technical requests, and feasibility studies. Client interaction, including developing a pipeline of work from the client, managing programmes/project priorities with the client, financial and project tracking, and reporting. The post holder will advise NEY GMS on the most effective way to utilise existing investment in digital solutions and associated technology. Responsible for the leadership and management of a team of Project Managers and Business Analysts. Active leadership in the areas of information governance and information security, systems integration, quality control, standards, working practices and continuous improvement with adherence to and compliance with NHS methodology policy and procedure. Quality and Assurance and control over Programme/Project execution and outcomes including initial point of review for governance packs, prioritisation challenges, cost & resourcing pinch points. The post holder will advise NEYGMS on Information Governance and Information Security compliance of all programmes and projects and ensure that appropriate IG and IS measures have been created and are in operation. Managing effective interfaces in order to maintain an end-to-end view of programme priorities and direction. Owns and maintains a register of portfolio risks and issues, including mitigation plans. Ensuring that these are escalated and acted upon effectively. Provide advice and guidance to programmes and projects on processes and controls, building an improved understanding and capability in conformance to defined governance and practices. Inform major investment decisions that can impact on Trust performance. Experience of managing stakeholders and debate, up to Director level.
