Contract: Permanent, Full-time
Location: Hybrid working, requirement to work from Headquarters in Northallerton 2 days per week, we also have offices across York & Harrogate.

We are looking for an experienced Payroll & Pensions Manager to lead our team of payroll and pension specialists, delivering expert advice and support of the payroll and pension matters, including but not limited to, pay and benefits, allowances, expenses, deduction of statutory and other deductions from police officers and pensions.
The successful postholder will lead on a range of Finance projects and activities for North Yorkshire Police, North Yorkshire Fire & Rescue Service and the OPFCC, ensuring services are both regulatory and legally compliant.
Through your leadership and direction of the Payroll and Pensions team, you will ensure the delivery of a credible, high performing service which can demonstrate real value to the delivery of front-line services, through data and results.
Key responsibilities include:
Supporting the design, development and implementation of Support Services Finance Services Strategy and the review of service management practices, systems and processes which contribute to the financial regulation of NYP and NYFRS.
Management and leadership of a Payroll and Pensions team, comprising Specialists and Administrators.
Payment of salaries, allowances, expenses and other payments for police officers, police staff, firefighters, FRS staff and volunteers.
Leading the provision of credible, timely, risk weighted, analytical advice and solutions on the full range of payroll and pensions matters, ensuring managers and leaders are provided with appropriate training, tools and coaching support to guide their decision making.
Leading a range of national and operationally led Payroll and Pensions projects, to ensure regulatory, conditions of service and legal compliance
What you will bring to the role:
You will be an active Member of the Chartered Institute of Payroll Professionals (CIPP) (or with an equivalent level of experience)
Proven leadership skills, with significant Payroll experience, knowledge and insight including demonstrable experience of leading change management projects and detailed knowledge of UK Taxation and pension regulations.
You will have a thorough working knowledge of payroll legislation, police and fire service pensions and the local government pension scheme, as well as the ability to convert technical, complicated matters into solutions that drive organisational performance.
Your credibility as a payroll leader will be critical to your success in this role; you will therefore be able to demonstrate how you combine your strong professional knowledge and insight, with personal credibility and flair, in order to engage colleagues through change.
