Shape the future of Public Building Retrofit in Greater Manchester

Join the Greater Manchester Combined Authority’s (GMCA) Low Carbon team as a Project Manager (Level 2) and take a leading role in one of the UK’s most ambitious regional responses to the climate emergency. This is more than just a project management role it's an opportunity to directly influence the region’s transition to a carbon-neutral economy by 2038.

As part of a dynamic and mission-driven team, you’ll take a leading role in relationship and project management for the Public Building Retrofit Fund (PBRf). This fund will provide up to £28 million in capital funding between 2025 and 2028, supporting work to cut emissions from heating and improve energy performance across the region’s public estate.

The public sector has a key role to play in leading Greater Manchester’s transition to net zero. This fund is not only about cutting emissions, it’s also about driving green innovation, supporting local jobs, and delivering warmer, more efficient buildings that benefit communities across the region.

Join us and help public bodies across Greater Manchester become more sustainable, resilient, and cost-effective. You’ll also provide leadership within the team, shaping work plans, mentoring junior colleagues, and supporting the wider public sector to deliver innovative, scalable low-carbon solutions.

We’re looking for someone with extensive project management skills, relationship management experience in the built environment sector, and a drive to deliver real-world impact.

If you’re ready to turn strategy into action and passion into progress we want to hear from you.

This role is part of GMCA’s hybrid working scheme. As part of our commitment to ‘Build Back Fairer’ in Greater Manchester following the Covid-19 pandemic, we have evolved our management methods by trusting and empowering staff to deliver their work in the best way that suits the business and their individual needs, and supports health and wellbeing. Our hybrid working policy sets out a flexible approach, combining attendance at our [Manchester city centre office / Fire and Rescue service HQ in Swinton / other location] with remote working, typically from home; the location of work is primarily dictated by the needs of the business: ‘Do what is right for you and the business on that day’. If appointed to the role you will work with your manager to agree and regularly review the best working pattern for you, your team and your work.
