The Grant Delivery Directorate (GDD) contributes to the economic growth of the UK by delivering a wide range of business grant programmes on behalf of the Department.

GDD's current portfolio covers government support including for the automotive sector, small grant awards, administration of the Energy Intensive Industries exemptions and compensation, Horizon Conviction Redress Scheme, and legacy schemes such as COVID 19 business support grants.

The Directorate has responsibility for:

  • Developing new schemes,
  • Overseeing the delivery of schemes (including assessing applications) with due diligence,
  • Finalising awards and monitoring each award to ensure they meet agreed outcomes,
  • Reconciliation, assurance, compliant closure, and recovery of government funds as necessary.

This is a fantastic opportunity to become part of the GDD team working directly with business and other stakeholders as we deliver our schemes and grow our role as new grant schemes transfer to us. Our role in awarding and monitoring grants across a wide range of policy areas requires us to ensure that while working with partners and businesses and designing delivery to place the minimum burden possible, we also comply with the Government Grant Standards and HMT’s Managing Public Money to ensure best value for money and protect the taxpayer.

The primary purpose of the role is to contribute to the management, assurance and monitoring of the funding awards made under the various schemes we are responsible for delivering. You will actively engage with the day-to-day operational delivery of an assigned portfolio of grant cases within the cohort of grant schemes managed by the team. This will include engaging directly with Grant Recipients as they submit monitoring and claims returns, co-ordinating meetings for information exchange and working with policy colleagues to provide assurance and payment of funding. You will review and analyse returns and supporting data, request additional data or clarification as necessary; assist in the overall assessment working collaboratively with other colleagues (policy colleagues and the wider team).

This is an outward facing role which may also include working on the recovery of incompatible grants, following an established reconciliation and recovery process.

Given the diverse range of work within the team, with specialist areas, a matrix management structure is in place. Whilst you will be allocated to a functional line manager, you will also work with other managers where required.

Monitoring - you will work with a portfolio of grant beneficiaries to undertake the effective monitoring of awards, conducting financial reconciliations, and where appropriate, instigating recovery and debt recovery for non-compliance. This will require regular contact (including site visits where applicable) with a wide range of businesses and intermediaries. The role is pivotal in ensuring the delivery of key outputs for the fund, that value for money expected for the taxpayer’s investment is achieved and that legal and offer letter obligations are met.

Responsibilities will include:

Proactively review performance against agreed KPIs (including expenditure), undertaking monitoring visits and processing claims, in line with deadlines and guidance provided. This will include the verification and testing of grant claim evidence and agreed KPIs.

Using judgement and analysis to identify issues and risks in a timely manner including working with grant recipients and other stakeholders to agree and implement remedial action e.g. grant agreement variations.

Identifying and escalating issues and risks in a timely and appropriate manner to the relevant manager where required.

Where required conducting financial reconciliations, and where appropriate, instigating recovery actions for non-compliance.

Providing advice about the impact of Subsidy/State Aid on schemes and specific projects, in collaboration with team experts, and identifying solutions to issues which arise.

Ensuring that all management information and project records are kept up to date and are accurate, with timely input of data to meet internal financial and reporting deadlines.

Maintaining comprehensive and accurate electronic case files to demonstrate an appropriate audit trail.

Supporting response to information requests, including Parliamentary Questions, Freedom of Information Requests, Parliamentary returns and MP letters.

Drafting offer letters and variations in a timely and effective way, including presentation to senior managers.

Managing risks and issues and using professional judgement as to when to escalate.

Establishing key policy contacts and building sector, policy, and/or knowledge relevant to the case portfolio.

Contributing to the ongoing planning of operational delivery across the team. This includes the periodic review of existing schemes and processes and the adoption of new or updated methodologies that more appropriately reflect the contemporary landscape.

Drafting or contributing to the drafting of documents including briefings to senior leaders, Ministerial Submissions, Parliamentary Questions, Freedom of Information Requests, Parliamentary returns, and MP letters etc.

Where required, act as a buddy/support officer for team members and new starters.

Any other duties commensurate with the grade of the post.
