Your role and responsibilities
- Ensure sufficient placements for children in care through commissioning external providers.
- Deliver robust and effective quality assurance and contract management of platinum rated contracts, predominantly those associated with supported accommodation for children in care aged 16/17yrs and Unaccompanied Asylum-Seeking Children. You will ensure delivery is in line with Ofsted Guidance, specifications and positive outcomes for children in care.
- Commission services to meet sufficiency needs of children in care aged 16/17yrs working with Children and Young People Procurement and Strategic Commissioning Leads via tender using outcome based and relational commissioning approaches.
- Provide the contract management for Supported Accommodation Providers and some residential children’s homes services. Review monitoring and performance information and address and escalate any identified underperformance.
- Embed and implement a mechanism for capturing the voice of young people to inform service improvement and evaluate provider performance.
- Ensure financial efficiency through effective use of resource and commercial approaches.
You will need
- Experience of working with contracted services particularly supported accommodation/residential home setting or other children’s or family services.
- Ability to work effectively in a team and have excellent communication skills.
- Proven ability to establish and maintain effective working relationships with a wide range of agencies.
- Experience of working in a high-pressure environment, and ideally with children or young people.
- High level of literacy, report writing skills and numeracy that enables effective management of financial resource and use of statistical information.
- Understanding of outcomes based and relational commissioning.
- Curiosity, compassion, tenacity and commitment to wellbeing and safeguarding of young people.

The team
This role is one of four Service Development and Contract Manager posts that sit within CYP’s Strategic Commissioning Team. This friendly and busy team has a broad focus and includes: - the Strategic Commissioning Lead for Corporate Parenting, the Home Finding Team, Staying Close Team and the Strategic Lead for Housing Development. This role reports directly to the Strategic Commissioning Lead for Corporate Parenting whose team of three Service Development and Contract Managers are responsible primarily for the contract management and development of different types of externally purchased homes for Children in Care. The Home Finding Team Manager also reports directly to the Strategic Commissioning Lead for Corporate Parenting which enables a close working and effective communication between the two teams the help ensure there are sufficient homes for children in care.
