We are seeking a dynamic and innovative Higher Executive Officer to join our Talent & Organisational Development (T&OD) team. Reporting directly to the Grade 7 Culture and Values Lead, you will provide essential support for the Culture and Values work-stream, contributing to the realisation of our organisational vision. Resilient and innovative, you will ensure that EDI and wellbeing are embedded at the heart of everything we do.

This role is central to delivering both cyclical and strategic initiatives aimed at modernising and enriching our people-focused offerings. The successful candidate will play a key role in fostering a thriving workplace culture, supporting organisational growth, and strengthening our position as an employer of choice within the sector. You will support the implementation of our new organisational values, ensuring they are seamlessly integrated into everyday practices, behaviours, and processes. Your work will be instrumental in shaping an inclusive and supportive environment where all staff feel valued, respected, and motivated to excel.

The role involves supporting vital initiatives across several interconnected areas. You will support the implementation of our Equity, Diversity, and Inclusion (EDI) plan, working to embed inclusive practices across the organisation. Additionally, you will contribute to enhancing staff wellbeing through the development of programmes and initiatives that promote a positive and resilient work environment. You will also oversee the lifecycle of staff engagement surveys, including the annual people survey and internal pulse surveys, analysing data and translating insights into actionable improvements.

This is a high-impact role that demands initiative, expertise, and the ability to manage multiple, overlapping responsibilities in a fast-paced environment. You should be comfortable working autonomously, open to working with ambiguity, and adept at reviewing and adapting priorities to align with HR and organisational needs. A proactive, influential approach is essential, as is proficiency in data analysis, interpretation, and presenting insights to inform decision-making. Equally important is your creative ability to design programmes, culture workshops, and engagement activities that drive meaningful change.

There is also an exciting opportunity for the successful candidate to take the lead on discrete programmes, further shaping and supporting our organisational culture.

Key Responsibilities

  • Embedding Culture and Values. Support the Culture & Values Lead to create and implement strategies to embed new organisational values into systems, processes, and behaviours. Deliver initiatives that reinforce a positive, inclusive, and high-performing workplace culture.
  • Engagement and Employee Survey. Support the engagement strategy including leading on the full lifecycle of the People Survey, from planning and administration to advanced analysis of results. Present data-driven insights and recommendations to senior stakeholders, influencing strategic decision-making. Support the delivery of the people survey action plan. Manage the design and delivery of pulse surveys including data analysis.
  • Equality, Diversity, and Inclusion (EDI) Programmes. Support the delivery of EDI plans and initiatives, ensuring they are embedded in organisational culture and aligned with business objectives. Develop and deliver elements of GPA’s published EDI plan. Support ongoing EDI data reviews, including engagement with strategic partners and internal stakeholders.
  • Employee wellbeing. Support the delivery of GPA’s wellbeing plan, including engagement with external providers and partners. Support the development and implementation of GPA’s wellbeing offer.
  • Culture and OD workshops. Support the delivery of the culture and values programme, including workshops linked to key HR processes and cultural interventions.
  • Planning, reporting and administration. Maintain and update trello boards, action logs, mailboxes and trackers. Support the Culture and Values Lead with reporting into senior committees including the drafting and preparation of reports and briefing papers.
  • Modernising T&OD Offerings. Take an active role in strategic projects to enhance leadership development, cultural innovation, and organisational effectiveness. Proactively identify opportunities for improvement in T&OD processes, tools, and frameworks, ensuring the organisation remains competitive and progressive.
  • Stakeholder Engagement. Act as an ambassador for the work of the T&OD team, ensuring effective communication and collaboration across the business. Represent the T&OD function in cross-functional working groups and contribute to business-wide projects. Provide support to the wider T&OD team as and when required including L&D, Talent and Performance Management.

We are part of the GPA’s wider HR team and there will sometimes be a requirement to provide support and cover across the Talent & OD team and wider HR team during team absences and busy periods, such as managing the HR mailbox; Directors’ Awards/Vouchers process and taking minutes of formal, confidential HR meetings with employees.
