Fares, ticketing and retailing policy determines how passengers buy their rail travel and receive their tickets, which products they buy and how much they pay for them. This covers issues such as how price is regulated; the complexity of the fares structure; concessionary travel; improving contactless ticketing and online purchase options; relationships with independent retailers; and improving the cost-efficiency and effectiveness of retailing.

This is an exciting time to join the Fares, Ticketing and Retail Policy team. The ‘Getting Britain Moving’ Plan sets out the Government’s ambition to deliver reliable, affordable and accessible transport, supporting economic growth and productivity. Bringing the railways into public ownership is at the centre of the government plans for the railways, and this role is at the heart of those plans. This is anticipated to include the transition of many functions managed by the Rail Delivery Group (RDG), the body that represents operational rail organisations, into Great British Railways (GBR). RDG delivers multiple critical outcomes for the industry and benefits for passengers, so this is a key role in shaping what these look like under a public ownership model.

This is a complex and demanding brief engaging with various commercial and legal agreements, and policies that impact a diverse range of stakeholders and passengers.

Your responsibilities will include, but aren’t limited to:

  • Leading several workstreams covering the transformation and transition of RDG functions. These will include:
    • Working across industry to review current industry frameworks to assess how these frameworks may need to be reformed to best serve passengers in a public sector ownership model.

    • Developing recommendations for change and identifying future roles and responsibilities for managing these agreements.

    • Building consensus for these across a diverse range of stakeholders and supporting engagement with ministers and senior management.

    • Ensuring coherent plans, and establishing pathways for their delivery, including understanding and drawing on wider expertise and advice on the legal, technical and other requirements of reform.

    • Providing a proportionate programme management and planning function for the whole of the team within DfT working on these issues, working closely with partners at RDG.

  • Providing leadership on other priority projects outside of the RDG portfolio, within the Fares, Ticketing and Retail Policy team.
  • Building and maintaining relationships with key stakeholders across the department.
