This vacancy is only open to applicants currently employed within one of the North West ICB systems.


Reporting to theAssociate Director of People Servicesand working collaboratively with the People Services team this role will be leading the people aspects of the change management processes as the ICB undertakes a programme of significant service redesignto meet the requirements of the 2025 ICB reforms and model ICB Blueprint.


This is an opportunity to support the workforce aspects of the change managementacross a wide range of highly complex and highly sensitive employment matters where there may not be an existing precedent.

The post holder will work autonomously andcollaborativelywith the People Services team to:


Develop,implementandmonitorworkforce change programmes and HR policies/procedures to enable the organisation and wider system to achieve its strategicobjectives.


Advise and support managers and staff, providing a specialist interpretation of national terms and conditions of service, local policies and procedures and National workforce initiatives.


Ensure that practice which is not in line with sound HR principles is challenged and work with line managers toidentifyand implement alternatives.


Provide expert advice and support across a wide range ofhighly complexandhighly sensitiveemployment matters where there may not be an existing precedent. This will require the post holder toseekand interpret formal legal employment advice/national guidance in relation to organisational change including redundancy processes.


Lancashire & South Cumbria ICB is afully-authorisedICB responsible for the full range of ICB statutory duties and powers. The ICB aim is to improve the health of thepeople of Lancashire & South Cumbria and reduce health inequalities through strong,clinically-ledcommissioning ofhigh qualityhealthcare services.


Our hours of work are Monday -Friday, 37.5 hours a weekon a hybrid arrangement, typically working atICB Headquarters (County Hall, Preston)with thePeople Servicesteam one day a week.


Collaborate with thePeople Services teamto deliver planned and unplanned projects, including large-scale management of change and organisational transformation initiatives.


Provide routine and non-routineHRsupport, using judgement skills and escalating matters when necessary.


Develop and implement best practice HR/People strategy, policy, and practice.


Providespecialist advice on all aspects of Human Resources and the NHS workforce agenda.


Build strong relationships with internal and external stakeholders, promoting collaborative partnership working and innovation in HR and People services.
