Join us at the Money and Pensions Service (MaPS) as a Business Change Manager. This role offers you the chance to make a significant impact by leading and supporting the delivery of key change initiatives within the Guidance Services Implementation (GSI) Programme and the wider MaPS Change Portfolio. You will assess organisational readiness, develop and execute change plans, ensure effective communication and training across diverse stakeholder groups, and help realise the benefits of strategic transformation projects.
You’ll be part of a dynamic team dedicated to helping people across the UK improve their financial wellbeing.
Role Overview
The Business Change Manager will report directly to the Senior Programme Manager. In this role, you will be responsible for:
Key Responsibilities:
- Lead and deliver change – Provide visible leadership and drive business change activities, working closely with the Head of Operational Transformation, project managers, and workstream leads to deliver business case benefits and outcomes.
- Champion best practice – Develop a clear vision for change, promote the use of proven change management tools and processes, and build strong internal and external networks.
- Support business cases – Collaborate with senior leaders to develop high-quality business case content, coordinating input from subject matter experts as needed.
- Own change products – Lead the development and delivery of Business Change products, ensuring alignment with project goals and stakeholder expectations.
- Plan for change – Take ownership of the change plan for the GSI Programme and contribute to the overall programme planning process.
- Ensure operational readiness – Define and manage readiness criteria, and play a key role in go-live decisions alongside project executives and business users.
- Drive benefits realisation – Lead efforts to track and realise project benefits, ensuring all change activities contribute to measurable outcomes.
- Lead change communications – Shape and review communications related to Business Change, ensuring they are clear, timely, and aligned with project objectives.
- Manage stakeholders – Identify and engage key stakeholders, maintain an up-to-date engagement plan, and act as the main point of contact for senior and strategic stakeholders.
- Provide guidance and support – Offer direction to project teams and contribute to the wider Change Community of Practice across MaPS.
You will need to demonstrate the following skills and experience.
To excel in this role, you will need to demonstrate
- Proven expertise in applying business change methodologies within formal project and programme environments.
- Strong track record of delivering change in customer-facing operations, including remote access and telephony services.
- Demonstrable experience in stakeholder engagement, risk and issue management, and benefits realisation.
- Comprehensive understanding of all stages of the project and programme lifecycle, including planning, scheduling, resource management, governance, assurance, and business case development.
- Proficient in using a variety of change management frameworks and methodologies tailored to project needs.
- Awareness of solutions development, budgeting, and cost management.
Desirable
- Experience working within the public sector.

Flexible Working
At MaPS, we take pride in our flexible approach to work. As standard, we work on a hybrid basis with a minimum of 2 days in the office per week. Hybrid working is a voluntary, non-contractual arrangement and our headquarters in Bedford will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business needs, but personal and other relevant circumstances will also be considered. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.
