Crynodeb
The Department for Work and Pensions (DWP) is responsible for welfare, pensions and child maintenance policy and is responsible for helping people move into employment, supporting pensioners and protecting some of the most vulnerable in our society. Counter Fraud Compliance and Debt’s (CFCD) aim is to drive down the level of fraud, error and debt within the benefit system, to protect the public purse.
As part of CFCD you will be at the heart of DWP’s efforts to reduce fraud and error in the benefit system. This is a hugely important public service, and our challenge is bigger than ever.

We are recruiting for three posts within CFCD with two different types of role available:
Authorising Officer x2
Authorising Officer – Technical x1
Both roles are critical to ensuring compliance with the Regulation of Investigatory Powers Act 2000 (RIPA) and maintaining high standards of governance and operational delivery. While they share a core set of responsibilities, each role also carries specific duties tailored to its remit.

Role-Specific Responsibilities
Authorising Officer
- Provide expert RIPA advice to CFCD SLT (Senior Leadership Team) and stakeholders.
- Lead on surveillance authorisations and IPCO (Investigatory Powers Commissioners Office) inspections.
- Drive people engagement and resource management.
- Build relationships with law enforcement and policy bodies.
Authorising Officer - Technical
- Lead internal governance reviews and assurance reporting.
- Attend College of Policing training on RIPA.
- Act as national SPOC (Single Point of Contact) for internal issues, CMG (Child Maintenance Group) , CPS (Crown Prosecution Services), and PNC (Police National Computer).
- Direct the Covert Authority Bureau (40+ staff across UK sites).
- Oversee bespoke IT systems and ensure legislative compliance.
- Prepare for and manage IPCO inspections and recommendations.
Successful candidates can also expect to be doing the following alongside their role specific responsibilities:
- Act as a subject matter expert on the Regulation of Investigatory Powers Act 2000 (RIPA), providing specialist technical advice to the CFCD Senior Leadership Team and stakeholders (including criminal investigators) on surveillance and authorisation matters. Participate in DWP’s annual IPCO inspection for RIPA.
- Build and maintain relationships with investigative bodies through regular engagement across DWP, Law Enforcement, CPS, Home Office, and IPCO to shape policy, operations, and capability.
- Provide senior leadership and optimise resources to meet performance objectives.
- Authorise DWP surveillance activity in line with RIPA legislation.
- Drive team engagement and set high standards for leadership across the business.
