Job Title: Service Manager Band: 8a Department: CBU 2 - Surgery Manager Job Title: Associate Director of Operations JOB PURPOSE To provide effective operational management, leadership, expertise, advice and support to the CBU to enable the delivery of CBU performance and business objectives. The role will work alongside matrons in ensuring that performance and business continues to deliver the highest quality of care to patients and their families to deliver National Targets. Work with the Associate Director of Operations, Clinical Director and Associate Director of Nursing to ensure the safe, effective and efficient overall management, to provide capacity and demand information to plan and implement service delivery. The post-holder will be responsible for ensuring that key business, quality, financial, service effectiveness and performance targets are maintained. The role will require close liaison with the other CBUs in providing comprehensive support within specialty areas. Development of business cases and capital bids to support service development initiatives and assist the Associate Director of Operations and Clinical Director in the business planning cycle. To consistently maintain and improve patient care and experience, as service change is implemented. To provide day to day operational management of the CBUs. To work closely with medical staff to ensure that departments runs efficiently. ROLE OF YOUR DEPARTMENT The role will be to support the operational and strategic aims of the Clinical Service Units, developing and managing a culture of change which drives efficiency, effectiveness and improve patient outcomes. ORGANISATION CHART RESPONSIBILITIES (Budgetary/Supervisory) The post holder will work in close liaison with the Associate Director of Operations and the Clinical Director to consistently ensure the quality of patient care through efficiently and effectively managing the department. The post holder will have continuing responsibility for the department including management of identified staff and delegated financial resources. The post holder will be expected to supervise and line manage designated teams within the clinical network team. Budget manager as designated and authorised signatory. The post holder will lead in the interpretation, analysis and implementation of national and local policy and procedure, to ensure expected and explicit standards of clinical and managerial practice are in place. KEY RESULTS AREAS (Including Responsibilities and Authority) The post holder will have responsibility for the setting of service and managerial standards of care. Clinical Care Working on their own initiative, the post holder will contribute to the efficient and effective provision of services within the CBU by:- Being responsible for the day to day operational management within the CBU. Ensuring good communication across the team, the wider Trust and with external organisations and members of the public, including transmission of confidential information. Taking an active approach in supporting the Associate Director of Operations in ensuring services are delivered to a high standard. Monitoring the budget within the areas of responsibilities, ensuring appropriate use of resources to gain best value e.g. procurement of supplies and equipment. Being involved in budget setting, identify cost pressures within service areas in conjunction with the Clinical Director and take appropriate actions. Prepare service development and capital bids and business cases using activity, quality and financial information. Ensure they are cost effective and consistent with priorities within the Trusts strategic framework. Co-ordinate and work with other departments to ensure patient care flows are appropriate. Analyse and monitor information to assess performance against service level agreements/contracts in order to achieve required service provision. Collate, analyse and interpret a range of financial activity, staffing and other information to support and inform service planning and delivery. Meet key performance objectives and targets within the CBU and support the Trust as a whole in meeting the overall targets and key performance indicators. Act as lead for service developments and audit activity, along with any research initiatives. Ensure that complaints, incidents and issues identified are actioned appropriately and in a timely manner, to ensure continuous quality improvement. Lead complaint investigations and prepare complaint responses and action plans using analytical skills to identify key issues and assess how to resolve them. Facilitate the development of effective multi-disciplinary teams within the CBU. Communicate change principles and practices to staff and overcome resistance to change using listening, compromising and persuasive skills as change management tools. Develop excellent working relationships with internal and external staff at all levels in order to communicate and implement service development and NHS policy. Represent the Trust at relevant corporate and clinical networks both in own right and on behalf of the Associate Director of Operations. To assist with any other duties as seen necessary by the Associate Director of Operations which are consistent with the grade. Work is managed rather than supervised. Manages own workload. Develop own skills through training and attend mandatory training events as relevant within the sphere of the role. Strictly adhere to all hospital policies, in particular, confidentiality of patient information, at all times. Be aware of any 18 week and 6 week performance issues within the designated specialities taking action to ensure compliance, escalating risks in capacity to the Clinical Director and Associate Director of Operations. Professional Leadership Demonstrate a professional approach to work and act in accordance with the leadership behaviours agreed for the Trust. Create an environment which is challenging, stimulating and supportive to staff and ensure new initiatives where appropriate. Through communication with the staff, ensure that patients needs are met. Ensure effective team working takes place across the CBU.
