The post holder will report to the Executive Director – Children’s Services, with matrix management from the Director of Strong Start, Family Help and Integration. They will work within a committed multi-agency partnership and a strong senior leadership team to strategically lead and drive the delivery of high-quality SEND and Inclusion services for children and families.



The role involves providing strategic leadership to improve educational and life outcomes for children and young people aged 0–25 with special educational needs and/or disabilities. The post holder will also support commissioning by identifying service gaps and driving improvements.



This is a leadership position for someone passionate about improving outcomes for children with special needs, ensuring inclusive practices across schools and services. The role includes overseeing operational delivery, financial oversight, and statutory responsibilities, and involves working closely with schools, settings, the wider partnership, and the parent carer forum.



The Council’s children’s services are undergoing transformation, with SEND services being a core focus. The post holder will be instrumental in leading this change, supported in their ambitions to improve services and outcomes.



Key accountabilities:

Provide overarching strategic leadership for all SEND and inclusion services, including statutory assessments, educational psychology, sensory and autism support, specialist teaching, and behaviour support.
Lead the formulation and execution of the SEND strategy, ensuring statutory compliance, robust Local Offer delivery, and high-quality, timely Education, Health and Care (EHC) plans.
Oversee implementation of the Delivering Better Value programme and ensure preparedness for SEND inspections, demonstrating system-wide understanding and improved outcomes.
Embed a high-performance culture with clear accountability, continual improvement, and disciplined execution to enhance outcomes for SEND and vulnerable children.
Champion the coproduction of policies and services with children, young people, parents, and carers to ensure needs are met and families have a positive experience.
Promote a unified vision of inclusion across children’s and adult services and partner organisations, breaking down silos to deliver integrated, high-impact support.
Ensure effective communication with senior leaders and members, champion educational outcomes, and lead the fulfilment of all statutory duties and performance standards.



Key criteria:

Proven leadership experience in SEND within a school or local authority senior role, with strong knowledge of statutory assessment processes, educational psychology, and behaviour support.
Substantial experience in leading and managing multidisciplinary teams in complex, high-pressure environments, with clear evidence of supporting both individual and collective development.
Strong understanding of the broader children’s services landscape, including multi-agency collaboration, inclusion, and the local authority's strategic role in supporting vulnerable children and young people.
Extensive and demonstrable experience in leading successful organisational and cultural change, engaging staff at all levels to drive improved outcomes.
Strategic planning and budgetary management expertise, including the effective allocation of high needs block funding and ensuring value for money while maintaining performance standards.
Evidence of structured management development, such as formal training or participation in a leadership programme, supporting continuous improvement in management capability.
Sound legislative and policy knowledge across children’s services, education, SEND, and local government frameworks, with the ability to confidently represent senior executives and the council in high-profile settings.
Commitment to co-production and child-centred practice, ensuring the voice of the child is central to planning, service delivery, and all multi-agency working.
