This role is based in the Cultural and Creative Industries Analysis team. The team is embedded within Cultural and Creative Industries directorate (CCI). The directorate’s work includes: overseeing a number of public bodies (Arms Length Bodies), eg: Arts Council England and our National Museums; supporting the wider cultural and creative sectors; delivering our own policy, projects and programmes in areas such as AI and Technology; and working with partners around Whitehall to promote the value of our sectors.

Our mission is to ensure high-quality evidence and analysis informs all stages of the policy cycle across CCI. Our mission is supported by 4 objectives:

  • Deliver influential analysis to inform policy, delivery and strategic decisions
  • Building our evidence base by identifying and filling our key evidence gaps through high quality research, data and evaluation
  • Work with others (policy, ALBs, academia, ESRC, AHRC etc) to deliver joined up evidence and analysis and maximise impact
  • Provide the right environment, support and opportunities for team members to flourish, developing as individuals and delivering excellent outputs, and maintaining our wellbeing.

As an embedded team we work collaboratively with our policy teams and stakeholders to drive positive change, shape policy and set direction. More recently, our work has been focussed on Government’s missions, including Health, Growth and Opportunity Mission.

You will work with the MCP Economic Advisor to support the analytical needs of the museum and cultural property team, providing support in a dynamic and varied policy area.

The role will require the candidate to manage a quality service to meet near-term ministerial priorities, but also to see the bigger picture and make effective decisions to prepare a robust and compelling evidence base and case for intervention in longer term priorities.

Given the role will work across a wide range of stakeholders including policy, ALBs, consultancies, research councils, the role is suited to those with strong verbal and written communication skills including data visualisation. In addition the post holder will be required to build strong stakeholder relationships with the museum and cultural property sector, influencing the use of research data and evaluation.

You should be able to work with policy officials to think strategically about the role of evidence and analysis within the wider cultural and heritage space e.g.linking up with the Culture and Heritage Capital programme.

Some of your responsibilities will include:

  • Building on the sector’s evidence base, drawing on relevant findings from a range of sources and translating this into policy implications, to inform policy delivery.
    • Providing expert technical advice to business cases, working directly with our national museums to develop robust and innovative proposals with strong economic, strategic and value for money cases. The candidate will closely with Cultural and Heritage Capital team to innovative and deploy latest methodology
    • Providing strategic direction on the policy area’s analysis, to ensure effective delivery against longer-term departmental and ministerial objectives
    • Engaging with policy colleagues to increase the visibility and impact of analysis and taking a proactive approach to deploying analysis and evidence and improving capabilities
    • Building the collective understanding of the evidence available, identifying gaps and commissioning research to fill them, as well as influencing the research of our National Museums.
    • Build strong analytical partnerships with our external organisations, working together to leverage market intelligence and sector expertise, build capability, and lead in the sector. This will include building relationships with leading academics and researchers in museums and arts market.
