• Provide expert advice and guidance on all health, safety and wellbeing matters in relation to both strategic and operational matters within the remit of the role, ensuring that advice is proportionate to the risk and meets approved standards and industry good practice.
• Maintain an up-to-date knowledge of current and proposed legislation, relating to health, safety and wellbeing issues, in order to interpret, evaluate and advise the Conservatoire Senior Management Team and Health and Safety Committee on the implications of such legislation on Conservatoire activities.
• Train, monitor and assist managers in determining safe working practices through risk assessments, safe systems of work and effective management systems.
• Lead on the development and enhancement of e-learning provision ensuring that courses are up to date, relevant, engaging and appropriate to their audience. This includes Child Protection, Protection of Vulnerable Adults and new legislation with an impact on health, safety and wellbeing practices.
• Work proactively with managers and other key staff to establish and maintain a programme of continuous improvement in the management of Health and Safety within their areas of responsibility, which includes conducting regular audits.
• Maintain a central record of all risk assessments and monitor recording within Directorate and Resource areas. Approve risk assessments for student trips, visits, work experience and workplace assessments.
• To maintain an overview of health, safety and wellbeing requirements for staff across the Conservatoire to ensure that training is undertaken in a timely manner and monitored for its relevance and compliance with legislation and best practice
• Train, monitor and assist head of departments, line managers and supervisors to formulate local policies and procedures and codes of practice to ensure the Conservatoire’s compliance with health, safety and wellbeing practices.
• Undertake a key role in the Conservatoire’s Health and Safety Committee and Directorate Health, Safety and Wellbeing Action Groups, and ensure the effective reporting and dissemination of information, and to lead on the development of agendas, action plans, and taking forward actions arising from the Health and Safety Committee, ensuring these are filtered to the Directorate Action Groups as required.
• Undertake regular venue / workplace inspections within the Conservatoire and any other sites belonging to the Conservatoire and ensure actions are reported, disseminated and taken forward.
• Liaise with appropriate departments regarding activities out-with the Conservatoire in relation to Health, safety and wellbeing (such as Conservatoire involvement in the Edinburgh Fringe Festival, overseas recruitment activities, classes undertaken off site, etc).
• Oversee the implementation of appropriate health checks for staff and students across the Conservatoire (e.g. audiometry testing, noise at work, spirometry testing etc).
• Liaise with the HR team on health surveillance where a risk assessment has identified a need, including carrying out stress risk assessments when required. Maintain appropriate records.
• Attend regular update training on Health and Safety legislation and the application of key policies in an educational institution and advise CSMT of key developments and areas for change/improvement.
• Ensure compliance with, and implementation of, all Conservatoire policies and procedures that impact on the delivery of effective Health and Safety systems, including Data Protection, the Single Equality Scheme and Safeguarding.
• Provide training, advice and support to line managers regarding workplace / workstation assessments and any resulting adjustments, or other such measures taken, to assist any member of staff returning to work following illness or injury, ensuring compliance with DDA legislation. This could include undertaking workstation assessments.
• Assist Line Managers to identify training needs to ensure health, safety and wellbeing compliance; the development and delivery of appropriate training programmes where appropriate; the sourcing, tendering and evaluation of training by external providers.
• Undertake audits of the Conservatoire’s Health, Safety and wellbeing management systems and risk control systems to assess their effectiveness in achieving desired outcomes.
• Assist the Estates and Venues Department to monitor the health and safety compliance and performance of subcontractors on Conservatoire premises.
• Investigate accidents, incidents and near misses, reports of work related illnesses and dangerous occurrence, making recommendations to prevent recurrence.
• Liaise with Trade Union and staff Representatives in relation to aspects concerning Health and Safety within the Conservatoire.
• Provide advice to line managers, staff and students on arrangements in the event of a fire or other such emergency.
• Liaise with relevant government and other enforcement agencies to promote constructive and cooperative working practices to achieve both compliance with legislation and optimum service delivery.
• Liaise with BSI, RoSPA and other such organisations concerned with promoting best practice in the field of occupational health, safety and wellbeing.

Additional work and projects may be allocated by the Director of H as is commensurate with the level of this post and in response to the changing needs of the business. You will be expected to have a flexible and adaptable approach to your workload as business dictates.
