Key accountabilities

  • TSF Reporting (FLT / SLT)
  • AfP / Invoice review / verification and assurance (including vesting)
  • Contract management governance
  • Financial forecasting / reporting support
  • Manage Critical Security Function, Critical Security Tasks.

Performance and Governance

  • Support the supplier delivery management within Critical Security Infrastructure (CSI) and Security Control Centre (SCC), supporting supplier engagement, improvement and risk management against the agreed contractual delivery obligations. Supporting the development of corrective actions to improve performance, working closely with DWP Stakeholders to identify additional requirements and in house teams to assure delivery of CSI and SCC service withing agreed boundaries and escalating issues appropriately, as well as working closely with broader DWP Estates’ Service Delivery and Health & Safety teams to obtain operational insights
  • Responsible for supporting the TSF Operational Lead on all CSI and SCC financial and security related matters across the supply chain. Undertaking reviews of Financial Management Information. Supporting regular reviews, identifying any trends that will improve service and innovation. Working collaboratively to develop early corrective actions with CSI and SCC Suppliers
  • Responsible for supporting the TSF Operational Lead in reviewing, validating and assuring all supplier payments across CSI and SCC supply chain. To provide and challenge where required to ensure payments are accurate and timely in line with monthly reporting deadlines
  • Support the TSF Operational Lead in all matters relating to the governance and contract management of the CSI and SCC supply chain; including (but not limited to) procurement of new contracts, review of proposed contract changes, purchase order management and Application for Payment (AfP) approvals.
  • Developing best practice with contractors and internal stakeholders that meets the business needs of Estates teams
  • Working collaboratively with the internal and external CSI and SCC teams to ensure smooth efficient delivery of the CSI programme

Reporting

  • Lead on the provision of management information reporting for the TSF function. Ensuring key data is provided to Functional Leadership Team (FLT), Senior Leadership Team (SLT) and other governance meetings in a timely and accurate manner
  • Development and maintenance of a suite of management reports across the TSF function ensuring up to date information is available and accessible to the team

Relationship management

  • Effectively support the management of the supplier/client relationship to identify requirements and improvements across the Estates stakeholders, this role will support the translation of Estates’ business requirements into the services
  • Work collaboratively with other DWP teams to ensure Estates Control Framework and End 2 End processes are effectively embedded and articulated across with CSI and SCC Suppliers
  • Building a strategic and collaborative relationship with CSI and SCC suppliers to foster innovation and actively identify risks, continuous improvement opportunities to improve service, efficiencies and value for money
  • Ensuring CSI and SCC Suppliers deliver outcomes that our customers need and at the requisite service quality

Change Management

  • Managing service or other change requests, validating operational / business requirements with the Estates stakeholders. Providing supporting information and undertaking contract administration activities and assurance that are required for day-to-day operations
  • Maintaining records of all decisions made and instructions issued to CSI and SCC Suppliers. Maintaining an auditable change control register
  • Working closely with broader DWP Estates Service Delivery and Operations teams, to ensure change requests accurately reflect DWP requirements. Overlaying supply chain insight and operational information to determine required changes in scope, service and volume to accurately reflect DWP’s requirements
  • Collaborating with the internal DWP stakeholders and Cost and Supplier Performance Management team to ensure changes to service matrix are accurately captured reflected in contract changes and the Application for Payment process. Ensuring budget holders understand the change in costs, provide supporting data to secure their approval and raising any issues or concerns with the appropriate stakeholder
  • Supporting re-procurement activity through ensuring procurement documentation, including performance metrics / KPIs, accurately reflects the desired capabilities and requirements related to CSI and SCC Suppliers and takes account of any previously identified gaps in service, operational insights or past performance trends
