In recognition of the hurt caused by the infected blood scandal and highlighted by the Infected Blood Inquiry, the government has accepted the moral case for a compensation scheme to pay compensation to those infected and affected. This is being delivered by the new Infected Blood Compensation Authority (IBCA).

This role offers a unique opportunity to lead on the production of IBCA’s annual report and accounts and ensure the integrity of IBCA’s financial activities. You’ll drive the annual report and accounts, lead engagement with internal and external auditors, oversee policy and technical accounting, and ensure underlying information and ledgers are accurate.

Opportunities to move to the new Infected Blood Compensation Authority (IBCA).

At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.

The Financial Accounting & Reporting Lead in IBCA will report to the IBCA Head of Finance. You will be expected to take ownership for delivery of external reporting, including the annual report and accounts and audit process and manage internal audit engagements. You’ll ensure integrity to the numbers and processes undertaken to reach them in a new organisation as it establishes itself, as well as providing technical expertise and updates to non-finance staff. This role requires an experienced accountant; someone proactive with an eye for detail, good at managing completing priorities and planning ahead, helping a wide range of stakeholders come together to deliver a complex project.

You will manage an SEO financial accountant and will work closely with the wider finance team. As such, the ability to manage others is key, as is supporting professional development. Managing a range of deliverables in a timely manner is essential. To support the organisation rapidly establish its processes and deliver to tight timescales, this role will from time to time require flexibility to assist with the wider finance deliverables.

Supported by an SEO, you will be responsible for:

  • Leading the annual report and accounts (ARA) and audit, leading production within the organisation and with external stakeholders as required;
  • Leading on defining and maintaining accounting policies and controls;
  • Monitoring the position of material balances, including the provisions related to the compensation scheme;
  • Support organisational governance and work closely with the ARAC to provide required updates;
  • Manage internal audit processes, ensuring they are completed to required standards, liaising with relevant stakeholders to deliver a robust control environment;
  • Ensuring general ledger integrity;
  • The provision of technical accounting advice;
  • Correct capital determination and ongoing treatment;
  • Collaborative working with sponsor department on Whole of Government Accounts submissions.
