The Head of Commercial Contract Management will join the Contract Management team and be responsible for providing expert specialist contract management provision and advice in the support of the Procurement function in the development and implementation of the ICS’s procurement strategy.

Main purpose of this role is the provision of strategic commercial leadership, influencing and managing, whilst providing support and advice to senior internal stakeholders including the strategic procurement teams.

The role is to optimise the Trusts commercial position and ensure effective management of the contractual and commercial risks we hold. The role will add value by building strong trusted commercial partnerships with suppliers; delivering highly professional contract and commercial management services that facilitates a shared view on the contractual and commercial landscape.

The postholder will be a key member of the Procurement team leading the commercial contract management activity. The postholder will be responsible for the delivery of the overall aims and objectives of the Procurement department by leading on the main contracts within portfolio with an emphasis on integrated working and collaborating closely with divisional and finance leads.

The hours of this post are 37.5 per week, Monday to Friday, with a minimum of 2 days in Welwyn Garden City office (Tuesday & Thursdays).

The post holder will support the delivery of the overall aims and objectives of the Procurement department and those of the Contract Management Team specifically by undertaking a range of functions, including:

Lead and develop the Commercial Contract Management function with responsibility for providing expert specialist contract management provision and advice.

To lead on and support identified commercial issues / key commodity areas within the commercial contract management remit, providing accurate, timely and up to date advice to the relevant Trust Committee / meeting; particularly where they are business critical for the Trusts in the wider health economy who are the recipients of the service.

Collaborate with divisional senior managers, finance leads and contract managers across the ICS responsible for managing an identified portfolio of contracts.

Support of the Procurement function in the development and implementation of the ICS’s procurement strategy.

Direct involvement in identifying contracted and non-contracted spend, supporting the procurement team in developing suitable contracts with key measurables.

Lead the commercial contract management activity for the HWE ICS Trusts and to offer professional support and advice where required.

Develop the Trusts/ ICS commercial contract management work programme, formulating plans and priorities which impact across all Trusts’ divisions, ensuring it reflects the requirements of relevant clinical settings and aligns to the national work programmes/ operating frameworks and timescales.

Develop a detailed commercial contract management work plan which reflects each Trusts strategic objectives and integrates with the local and national quality & efficiency agendas.

Influence and provide commercial contract management direction and decision making based on evidence-based practice to the ICS Trusts, involving senior decision makers across the provider Trusts.

Lead the development and delivery of the Commercial Contract Management Team.

Support in developing and implementing effective and efficient commercial contract management performance management infrastructure, policies and procedures across HWE ICS Trusts that promote innovation, patient and staff safety.

Responsible for supporting one off key local, national and regional projects.

Responsible for identifying, promoting and implementing, in conjunction with divisions and directorates, opportunities and initiatives for cost improvements relating to commercial contract management activity. This will include initiating and implementing improvements in demand management and operational activity which will have a positive impact on overall expenditure.
