The advert:

This is a pivotal role shaping the physical future of Cardiff Met. As Capital Projects Programme Manager, you’ll lead the planning and delivery of our strategic capital investments—ensuring our estate supports teaching, research, and community engagement while advancing our net zero carbon goals. You’ll work across the University and with external partners to deliver high-quality, impactful spaces aligned with Strategy 2030.

Our projects are small but impactful, including multi-award winning innovative approaches as we work towards net zero, prioritising people and making the most of what already exists.

You’ll lead the way by:

Developing and managing a prioritised, multi-year capital investment programme.
Acting as expert client for the University, overseeing project delivery from feasibility through to post-occupancy review.
Leading multi-disciplinary consultant teams and managing contractor performance.
Ensuring capital projects meet quality, programme, cost, and sustainability objectives.
Overseeing business cases, governance, compliance with procurement and CDM regulations.
Collaborating with teams across the University to integrate building performance, technology, and sustainability goals.


What you’ll bring

With significant experience in delivering complex capital programmes, you’ll bring a strategic mindset and a hands-on approach. You’ll be a confident communicator and project leader, comfortable operating across diverse disciplines and leading stakeholder engagement to deliver ambitious estate improvements.

A degree in construction, project management, engineering or a related field.
Chartered membership of a relevant body (e.g. RICS, CIOB, RIBA, APM), or extensive equivalent experience.
Strong track record in leading major capital and refurbishment projects in complex environments.
In-depth understanding of project governance, procurement, contract management, compliance and Health and Safety regulations.
Proven leadership in managing consultants, contractors, and stakeholder relationships.
Robust understanding of building services and commissioning
A demonstrable personal commitment to addressing climate change
Ideally, experience of sustainable construction and capital delivery within higher education or the public sector.
