This is a new post created to support the delivery of one of the council’s corporate priorities: the development of staff.

About this learning and development and engagement job:
This role will create our L&D policy and processes and will commission and implement learning interventions. You will be part of the wider HR team whose focus is to stabilise and prepare the organisation for Local Government Reorganisation in 2028. The post is for a 2 year period to fulfil this project brief and we are looking for someone to work 30 hours per week.
Here’s what you’ll get up to:
Creating a learning and development policy.
Contributing towards the development of a learning culture through the creation of processes and procedures to deliver opportunities for learning.
Sourcing and procuring suppliers to work in partnership with the council.
Developing our corporate induction process to meet the needs of new staff.
Delivering learning opportunities in relevant topics (as per your area of expertise).
Working pattern:
Monday to Friday, excluding bank holidays.
Part-time: 30 hours per week with flexibility to determine when these hours are worked within the normal 9am-5.30pm working day.
We operate smarter working; it’s your choice whether you are office or home based. Whichever, we will need you to be able to attend our Canterbury offices for some key activities that we think are better achieved face to face.
Fixed-term contract for 2 years to achieve this project brief.
About you, the ideal HR Specialist for the job:
Your knowledge
Essential to have a good working knowledge of learning and development tools, technologies and approaches.
Your experience
Essential to have demonstrable experience of designing and delivering training to effect behaviour change.
Essential to have demonstrable experience of identifying the training need in relation to an organisational problem /challenge and have converted this into a successful training specification.
Essential to have successfully delivered a project that has had a corporate impact.
Your skills
Essential to be able to communicate clearly and effectively in writing.
Your qualifications
A level 5 or above qualification in HR, learning and development or a related field or equivalent experience.
