Crynodeb

The Reservoirs Act is a public safety statute which provides a regulatory framework to protect against dam failure and associated flooding. The Environment Agency is the reservoir safety regulator for England. The reservoir safety regime is undergoing a programme of significant reform to implement the Balmforth Recommendations. The role holder will act as the lead contact between the regulator and policy makers to ensure that proposed policy changes can be successfully implemented and effectively regulated.


You will have a regulation or policy background with a proven track record of working closely with and influencing, senior leaders, industry experts, professional institutions and external stakeholders.
Principal Accountabilities


Act as the lead contact between the Environment Agency (EA) Reservoir Regulation Team and the Reservoir Reform Programme ensuring the EA Regulation Manager is aware of all key decision points, risks and opportunities arising from the change programme.

Identify elements in policy or process that might expose the Environment Agency to reputational or operational risk, ensuring that these risks are managed.

Be a strong and persuasive voice, representing the Reservoir Regulation Team to help shape and influence policy and process

Critically evaluate policy and process proposals to ensure they align with what the Reservoir Regulation Team can deliver.

Act to cover the role of Senior User on behalf of the Reservoir Regulation Manager when appropriate.

Build and maintain strong relationships with the Devolved Authorities and key stakeholders such as the Institution of Civil Engineers.

Take a leading role in helping the Reservoir Regulation Team transition to changes arising from the Reform Programme in due course.

The team

You will join the Environmental Assessment and Reservoir Regulation department, which is part of the Flood & Coastal Risk Management (FCRM) Directorate.

The Reservoir Regulation Team is a nationally dispersed operational team comprising of 25+ individuals who are responsible for the regulation of over 2100 large raised reservoirs in England.

Experience/skills required

The following experience/ skills/ capabilities are expected for this role:
• Significant experience in regulation, policy development or similar.
• You’ll be innovative in your thinking, seeking solutions to conflicts between policy development and delivery.
• You’ll be confident to communicate the position of the Reservoir Regulation Team and respond to challenge from senior colleagues.
• You’ll be calm under pressure and confident communicating complex issues with conviction and clarity to senior internal and external colleagues.
• You’ll be able to build consensus, influencing both internal and external senior level stakeholders to shape policy and process.
• You must be comfortable with transition and change
• Experience translating strategy into operational delivery.
• Familiarity with Government policy / legal development would be an advantage
