Location: North West England (Rochdale base, multi-site coverage)
Job Title: Operations Manager / Responsible Individual
Salary: Up to £70,000 + £5,000 performance-related bonuses
Reporting to: Director
Disclosure Level: Enhanced DBS

Job Purpose
This is a pivotal role providing strategic and operational leadership across a portfolio of children’s residential homes. The post holder will work closely with the Director to ensure services deliver high-quality, therapeutic care that promotes positive outcomes for children and young people, in line with all regulatory requirements and the principles of Therapeutic Parenting.

This role involves oversight of referrals and placements, direct support to Registered Managers, and maintaining consistent compliance with Ofsted, Children’s Homes Regulations 2015, and associated quality standards.

Key Responsibilities
Quality Oversight & Leadership

Provide strategic leadership across multiple residential provisions.

Monitor and improve the quality of care and ensure homes maintain at least a ‘Good’ Ofsted rating.

Ensure each home operates in line with its Statement of Purpose.

Compliance & Regulation

Oversee compliance with Children’s Homes Regulations, Quality Standards, SCCIF, and GDPR.

Lead and support Regulation 44 and Regulation 45 processes.

Prepare homes and managers for inspections, mentoring them through the process.

Staff Leadership & Management

Line manage and supervise Registered Managers, supporting their development and performance.

Conduct regular supervisions, appraisals, and identify training needs.

Lead on staff recruitment, onboarding, and disciplinary procedures in line with employment law.

Safeguarding & Practice Standards

Act as a safeguarding lead and ensure robust safeguarding practices across all services.

Promote a culture of safety, participation, and empowerment in line with Therapeutic Parenting.

Financial Oversight

Monitor and manage service budgets to ensure financial sustainability.

Ensure compliance with placement contracts and Ofsted financial expectations.

Referrals & Placement Management

Lead on referrals and placement decisions.

Build positive relationships with local authorities and commissioners.

Policy, Systems & Strategy

Ensure systems and record-keeping are compliant and up-to-date.

Contribute to the growth and strategic development of the organisation.

Support the embedding of therapeutic principles into day-to-day operations.

Additional Expectations
Physical presence across multiple sites to support homes and staff teams.

Participate in internal projects and strategic initiatives.

Represent the organisation in a professional and constructive manner at all times.

Take part in training and continuous personal development.

Experience Required
Minimum 5 years’ experience in residential childcare (3+ years at Registered Manager level).

At least 1 year in a senior management or multi-site leadership role.

Proven track record of Ofsted inspection outcomes (‘Good’ or ‘Outstanding’).

Experience in managing safeguarding, HR, recruitment, performance management, and budgeting.

Demonstrated ability to support and improve team performance across multiple homes.

Qualifications
Essential:

QCF Level 5 in Leadership and Management for Children’s Residential Services.

Knowledge of current legislation, regulations, and best practice.

Desirable:

CIM Level 7 Diploma in Strategic Leadership and Management.

CIPD Level 7 in Human Resource Management.

Experience in business growth, commissioning, and service development.
