Key Tasks and Responsibilities
We are seeking a dedicated and proactive Housing Officer to deliver high-quality housing management services. The successful candidate will provide tenant support, manage tenancies, control rent arrears, and contribute to wider estate and community responsibilities.
Proficiency in Kurdish or Turkish is desirable, reflecting our commitment to supporting and engaging with our diverse tenant base.
1. Tenancy and Estate Management
Assist in the effective delivery of housing management services in accordance with policies and procedures.
Manage all aspects of tenancy administration, including sign-ups, successions, assignments, and mutual exchanges.
Conduct new tenant visits and estate inspections, ensuring properties are well-managed and tenancies are sustained.
Take appropriate action on breaches of tenancy, including rent arrears, anti-social behaviour (ASB), nuisance, harassment, and misuse of property.
Investigate and process cases of abandonment, unauthorised occupation, and squatters.
Minimise void periods and rental loss through effective void management, pre-void inspections, and coordination of re-letting works.
Act as the first point of contact for residents, addressing queries on tenancy, repairs, estate services, and welfare benefits.
Organise and lead estate inspections, produce follow-up reports, and monitor action outcomes in accordance with the policy.
2. Income Management and Financial Responsibilities
Maximise rental income and minimise arrears by taking timely and proportionate action, including income recovery plans and legal proceedings.
Prepare documentation and represent the organisation in court proceedings and evictions.
Offer advice on Housing Benefit, Universal Credit, and welfare entitlements; refer residents to appropriate support services.
Monitor and report on rent payments, negotiate repayment arrangements, and enforce tenancy terms in case of persistent arrears.
3. Repairs and Maintenance
Log, monitor, and coordinate responsive and planned maintenance works, ensuring compliance with the repairs policy.
Liaise with contractors and surveyors to ensure high-quality, timely, and cost-effective repairs.
Identify recurring maintenance issues and support the planning of cyclical and capital works programmes.
Monitor satisfaction with repairs and contribute to continuous service improvement.
4. Community Engagement and Customer Service
Promote and support resident involvement in estate management, housing initiatives, and community events.
Build strong, supportive relationships with residents, partner agencies, and local services.
Handle complaints professionally and sensitively, providing resolutions in line with policy.
Represent the Association in community meetings and initiatives, contributing to safer and more inclusive neighbourhoods.
5. Additional Operational Duties
Provide administrative support, including accurate tenant record keeping and correspondence handling.
Maintain and manage housing waiting lists and allocations in accordance with policy.
Supervise volunteers and contractors, assign duties, and track attendance and impact.
Provide housing advice, including assistance with benefit applications, forms, and tenancy issues.
Attend and contribute to meetings with stakeholders including police, social services, and safeguarding groups.
Cover for staff absences to maintain service continuity.
6. Performance Monitoring and Reporting
Monitor operational performance against internal key performance indicators (KPIs) and sector benchmarks.
Analyse data to identify trends and implement service improvements.
Produce regular performance reports and ensure compliance with GDPR.
7. Policy and Service Development
Assist in the review and development of housing policies, ensuring legal and regulatory compliance.
Support the implementation of resident-led service improvements.
Contribute to identifying new opportunities for operational efficiency and business development.
8. Health, Safety, and Equalities
Ensure compliance with all safety certification requirements, including gas, electrical, fire risk, and legionella testing.
Conduct regular tenancy audits for occupancy, condition, and safeguarding concerns.
Promote a culture of health, safety, and well-being among staff, volunteers, and residents.
Uphold principles of equality, diversity, and inclusion in service delivery and community engagement.
Take part in relevant training and promote good practice.
9. General Requirements
Contribute to a culture of teamwork and continuous service improvement.
Handle confidential information in accordance with GDPR.
Undertake other reasonable duties as required to ensure effective service delivery.
