Thurrock is a vibrant unitary borough in Essex, located along the River Thames and close to London, with major regeneration projects and key destinations like Lakeside Shopping Centre. We are offering an exciting opportunity for a committed and enthusiastic professional to join our small, dedicated Housing Technical Services team within the Place Directorate.
We are looking for a knowledgeable and experienced Mechanical or Building Services Engineer to help deliver our ambitious housing investment plans, which include building 1,000 new homes and improving existing stock through a major capital programme focused on safety, energy efficiency, and resident well-being.
In this key role, you will lead on statutory mechanical compliance programmes such as gas servicing, water hygiene, passenger lifts, Stairlifts and hoist equipment and fire protection systems while providing expert guidance on planned maintenance and refurbishment projects.
You'll work closely with internal colleagues and external partners to ensure all systems are safe, efficient, and fully compliant with current regulations and best practices.

Key Responsibilities:
- Manage and deliver statutory mechanical compliance programmes, including water hygiene (Legionella control), gas servicing, passenger lifts, sprinkler systems, dry risers, ventilation systems, and other fire protection systems across the housing portfolio.
- Provide expert technical input on planned maintenance, refurbishment, and asset improvement projects, ensuring design and installation of mechanical systems meet required standards and legislation.
- Collaborate with internal teams (Asset Management, Compliance, Repairs, Capital Projects) and external contractors, consultants, and regulatory bodies to ensure safe, efficient, and compliant mechanical service delivery.
- Monitor contractor performance, carry out inspection and servicing reports, and ensure that any identified remedial actions are followed up and completed within agreed timeframes.
- Maintain up-to-date knowledge of relevant legislation and industry best practice, including Gas Safety Regulations, LOLER, Building Regulations, and British Standards.
- Promote and support the adoption of energy-efficient and sustainable mechanical engineering solutions, including low-carbon heating technologies and system optimisation.
- Apply sound project management skills to manage multiple compliance and improvement workstreams simultaneously, ensuring delivery to time, cost, and quality standards.
What We're Looking For:
- Ability to communicate complex mechanical and building services concepts clearly and effectively to a wide range of audiences, including colleagues, senior managers, external contractors, and residents. This includes writing clear technical reports, preparing specifications, providing practical advice, and presenting recommendations in a way that is accessible to both technical and non-technical stakeholders.
- A recognised qualification in Mechanical Engineering or Building Services Engineering at a minimum of Level 3 (such as an NVQ Level 3, HNC, HND, or equivalent). Ideally, candidates will also hold or be working toward professional membership with a relevant engineering institution (e.g., CIBSE, IMechE). You should also have demonstrable hands-on experience managing mechanical systems in a housing, facilities management, compliance, or public sector building services environment.
- A thorough and up-to-date understanding of building safety legislation, including the Construction (Design and Management) Regulations (CDM), Gas Safety (Installation and Use) Regulations, Water Supply (Water Fittings) Regulations, and the Building Safety Act. You should also have a strong grasp of your role in ensuring health and safety compliance, particularly within a local authority or large landlord setting.
- Proven ability to plan and prioritise work effectively across multiple projects or compliance areas, balancing technical oversight with operational demands. You should be highly organised, capable of interpreting data and technical documentation, and confident in identifying practical solutions to engineering challenges. Strong interpersonal and teamworking skills are essential, as you'll be working closely with colleagues across various disciplines, as well as external partners and contractors.
