The PSFA, whilst sitting within the Cabinet Office, reports jointly to the Cabinet Office and Treasury Ministers. Maintaining close working relationships with HMT colleagues is key to ensure the PSFA can deliver its mandate effectively. The PSFA has a staffing of around 150 with locations across the country, including London, York, Glasgow and Newcastle. As a result, hybrid working is fully embraced and teams are encouraged to collaborate in the various Cabinet Office Hubs around the country. Members of the PSFA are currently expected to work 60% in their office location or attend in person events and meetings with stakeholders.
As well as being part of the PSFA, established in 2022, you will also be part of the Government Counter Fraud Function (GCFF), which has members in all departments and at all levels.

Practice Standards & Capability
The PSC Team is one of several PSFA functions and exists to support and oversee the development of the Government Counter Fraud Profession (GCFP). The team comprises c.16 FTE split between Capability, Standards and membership..
This role is based within the Capability Team, where you will collaborate closely with various public bodies and engage with an oversight board and other stakeholder groups. You will be instrumental in developing strategies that enhance the capabilities of members of the Government Counter Fraud Profession (GCFP). This includes fostering strong engagement with GCFP membership, creating and implementing assessment and assurance initiatives, and developing innovative products and resources designed to evolve and professionalise the GCFP.
Government Counter Fraud Profession (GCFP)
The Government Counter Fraud Profession (GCFP) comprises over 8,000 members from approximately 85 public bodies dedicated to combating fraud across the public sector. The GCFP facilitates the sharing of individual and organisational learning, enabling us to advance our efforts against the ongoing threat of fraud.
The establishment of the GCFP and the sustained investment in counter fraud resources exemplify the Government's commitment to detecting and addressing fraud in the public sector.
The Profession is focused on confronting fraud directly by investing in a skilled workforce that is at the forefront of safeguarding public services and tackling economic crime. By providing learning pathways, assurance of capability and competence, standards, guidance, and tools for GCFP members to enhance their knowledge, skills, and experience, we ensure that public sector organisations benefit from a shared understanding of the competencies required to counter fraud while recognising the professionals leading this vital effort.

Job Description
As a member of the Capability Team within the Practice Standards and Capability division, you will play a key role in a small, dynamic team that provides capability services to the Government Counter Fraud Profession (GCFP). Our team combines expertise to develop strategies, engagement plans, and enhance the profile of the Profession as we strive to expand its reach and impact.
We are seeking a talented individual to support the Head of Capability in scaling up and amplifying the GCFP. The ideal candidate will possess a strong understanding of contemporary assurance and governance processes related to membership in the Profession and will be able to apply this knowledge to inform our strategic direction.
This position would be well-suited to someone with a robust background in assessment and assurance, alongside experience in developing professional qualifications and delivering meaningful assessments against specified occupational standards.
We are looking for a candidate who is passionate about challenging the status quo, making a difference, fighting fraud, and enhancing organisational capability while shaping how the public sector effectively understands and mitigates the impact of fraud. Key deliverables and responsibilities will include:
- Lead and manage the development, implementation, and maintenance of assessment and assurance systems, ensuring high standards of performance, professionalism, and engagement.
- Develop and implement assessment strategies that align with GCFP standards while ensuring compliance with relevant policies and regulations.
- Oversee the design, delivery, and evaluation of quality assurance processes, ensuring they are fit for purpose and capable of identifying areas for improvement.
- Analyse data and feedback to inform decision-making and guide the development of initiatives aimed at enhancing service delivery.
- Collaborate with key stakeholders, including senior management, to interpret assessment outcomes and make informed recommendations for action.
- Provide expert advice and guidance on assessment methodologies, ensuring best practices are consistently followed across all departmental areas.
- Facilitate training and development opportunities for staff to enhance their skills in assessment and assurance practices.
- Prepare and present reports to senior management and relevant committees, outlining key findings, risks, and opportunities for enhancing the assurance framework.
- Provide line management, development, and support for up to five members of the Capability Team.
