Leading and directing effective development and delivery of key activity, ensuring stakeholder commitment to and evaluation of the intervention proposed and delivered. This includes specific responsibility for: Ensuring an appropriate programme management framework is in place. Providing leadership guidance to the health board teams agreeing deliverables, milestones and timescales for specific activity within the programme ensuring there is progress delivered in line with a programme plan. Preparing programme reports, project initiation documents (or equivalent) and business cases as required. Identifying and understanding the needs of stakeholders, both internally and externally for each aspect of delivery including programme governance, programme delivery, and programme evaluation. Dialogue must promote problem solving, team working and risk-sharing. Facilitating close partnership working with all the key stakeholders to lead, promote and share good practice. Deploying the programmes resources to meet strategic priorities and objectives. Identifying and managing the programme risks and ensuring adequate controls and actions are in place. Ensuring the development of quality and process controls essential to the application of quality, safety and clinical governance across the programme. Establishing formal reporting arrangements. Monitoring and managing performance within the programme, initiating corrective action where appropriate. Where barriers exist to the implementation of the diabetes prevention intervention, the postholder may be required to challenge the workforce, senior service managers and clinicians. This will require highly developed communication and inter-personal skills and may involve situations requiring the effective management of conflict. Contributing to the development of further obesity strategy, effective governance and risk management. The postholder will have a high degree of autonomy in the delivery of these responsibilities, being held accountable for successful delivery to agreed standards, within Trust policies. Acting as an ambassador for Public Health Wales and NHS Wales; representing Public Health Wales on partnerships and external bodies, as agreed and appropriate.
