The Telecoms Team sits within the UK Space Agency’s Investment Directorate and is responsible for delivering government investment into some of the most cutting-edge communications technologies in the world, from commercial satellite communications (with a focus on Low Earth Orbit, or LEO), to emerging opportunities in lunar and quantum connectivity.
We’re looking for two programme managers to join us on a fixed-term basis to help deliver the next phase of the Connectivity in Low Earth Orbit (C-LEO) programme, a flagship funding programme supporting the development of advanced technologies that will underpin the UK’s future in space-based connectivity.
This is a high-value, commercially focused investment programme aimed at strengthening UK industry, accelerating innovation, and driving economic growth, with real-world impact for millions of people globally.
You’ll be working in a delivery environment, engaging with industry, academia, and international partners. You’ll learn how space programmes are managed at pace, how investment is used to catalyse technological breakthroughs, and how policy, industry, and delivery intersect in a strategic and fast-evolving area.
In particular, you will ensure the team delivers on
Programme delivery
- Support the day-to-day delivery of the C-LEO programme, ensuring milestones, deliverables, and reporting obligations are met.
- Work with the G7 Programme Lead and colleagues across the Agency to keep delivery on track and risks under control.
Governance and assurance
- Ensure governance structures are working effectively and properly maintained.
- Coordinate approvals processes, ensure decisions are recorded appropriately, and that audit trails are in place.
Financial management
- Monitor project spend and profiling, working with finance and commercial teams to ensure accurate reporting and timely payments.
- Manage a portfolio of individual grant awards, ensuring recipients are delivering to time, budget, and scope.

- Help maintain programme flexibility by responding to changes in project delivery, supporting adjustments where needed in a fast-paced delivery environment.
Risk and issue management
- Track, assess, and respond to risks and issues as they emerge — escalating where needed and ensuring mitigations are in place and monitored.
Benefits tracking
- Support the design and management of the benefits framework for the programme.
- Work with technical, policy, and analytical colleagues to identify and articulate the value delivered through UKSA investments.
Stakeholder engagement
- Build strong working relationships with delivery partners across industry, academia, and other government departments.
- Represent the programme in meetings with senior stakeholders and support strategic engagement with key partners.
Wider support
- Contribute to business case development for follow-on activity or new investment opportunities.
- Support the development of ministerial and senior briefings, providing timely and accurate information on programme progress and challenges.
- Contribute to other work across the Telecoms Team as priorities evolve, this could include helping shape new initiatives, managing calls for proposals, or supporting international engagement.
