Job Title: ICT Infrastructure Support Officer
Responsible to: ICT Infrastructure Manager
Key relationships / Functional links with: ICT & Digital Services team, Service Desk, Business System Owners, Project Managers, 3rd-party ICT vendors, wider Elmbridge staff across all departments, and external support providers.
Main Purpose of Job
To deliver high-quality 3rd-line ICT infrastructure support while actively contributing to the council’s infrastructure modernisation and digital transformation programme. This includes supporting our move to Azure cloud, EUC migration to Windows 11 and Entra ID, enhancing cyber resilience, and documenting our IT landscape to identify improvements and risks.
Main Responsibilities / Accountabilities / Key Result Areas (KRAs)
Provide proactive 3rd-line technical support across desktop, server, Citrix, VMWare, and Microsoft 365 environments for over 450 users.
Assist in delivering core infrastructure projects, including: - Migration to Azure Cloud, SaaS and PaaS environments - EUC transformation to Windows 11 and Entra ID (Azure AD) - Cybersecurity strengthening - Documenting the technology and application estate including identify single points of failure
Support the management of Citrix platform and VMWare estate.
Monitor and troubleshoot issues related to networking, backup solutions and cyber defence.
Interface with service desk, colleagues, vendors and end users to resolve issues.
Maintain up-to-date technical documentation (runbooks, network diagrams, SOPs).
Support DR planning, testing and documentation.
Champion a culture of technical excellence, customer service and improvement.
Support and coach colleagues in technical areas.
Provide occasional cover for ICT Service Desk and support out-of-hours services on a rota.
Job Activities
Install, upgrade and support a wide range of ICT infrastructure.
Deliver effective patching, configuration and monitoring routines.
Contribute to risk management and support security audits.
Lead on mini-projects or workstreams within larger programmes.
Deliver user-centric support with clear communication and documentation.
Work flexibly across council and remote locations.

Experience supporting Windows Server, Citrix, VMWare, networking, and Microsoft 365 - Essential
Understanding of cybersecurity best practices (firewall, malware, VPNs) - Essential
Experience with modern cloud infrastructure and tools (Intune, SharePoint, Teams, Azure AD) - Essential
Strong documentation skills (technical runbooks, SOPs, diagrams) - Essential
Collaborative, customer-focused, and proactive mindset - Essential
Self-motivated and confident communicator - Essential
Proven ability to coach and support colleagues - Desirable
Familiarity with ITIL and service desk systems - Desirable
