Cluster Lead - Fibre Infrastructure Services (London Inner M25)
Telent are seeking a Cluster Lead for their Fibre Infrastructure Services team following a small reshuffle. This is a key leadership role overseeing fibre delivery operations across the London Inner M25 area on the Openreach network.
Working Arrangement
Hybrid/agile working with 1-2 days per week at our subcontractor partner offices in Milton Keynes and/or London, plus work from home.
About the Role
Reporting to the Operations Manager, the Cluster Lead will lead a multi-site field operations team delivering high-quality fibre infrastructure build across the London Inner M25 patch. You will manage a professional, stable supply chain and be accountable for Health & Safety, quality, financial performance (P&L), and operational delivery whilst managing a small team.
Your focus will be on ensuring that fibre network build projects are delivered on time, within budget, and to high quality standards, whilst driving safety and compliance. You'll also cultivate strong internal and external relationships with key stakeholders, and support a culture of continuous improvement.
Key Responsibilities
- Lead and develop high-performing teams across multiple delivery depots.
- Ensure Health & Safety is the top priority with full compliance and reporting.
- Manage and mitigate risks to fibre build programs to protect financial exposure.
- Maintain positive, professional customer relationships to position Telent as the preferred supplier.
- Drive management teams and depots to meet high standards of Streetworks compliance and reinstatement quality.
- Oversee inspection regimes demonstrating safety and quality commitment.
- Ensure all assigned staff are competent, with up-to-date training and certifications.
- Maintain compliance with operational systems and contractual obligations.
- Conduct regular 1:1s, set objectives, and manage performance for all direct reports.
- Build and manage a reliable, competent local supplier base with regular performance reviews.
- Collaborate with Supply Chain and Commercial teams to support resource planning and financial controls.
- Manage contractual changes and ensure clear communication with commercial teams.
- Drive compliance with contractual KPIs and implement measures to prevent failures.
- Foster a "right first time" quality culture and manage defect resolution within contractual timeframes.
- Ensure correct management of 'temporary works' jobs according to Telent processes.
- Establish escalation points for urgent safety and customer issues.
- Adhere to and enforce Telent's policies and procedures.
- Support delivery of annual PBIT targets via effective cost reduction strategies.
- Manage the regional P&L to ensure financial sustainability.
Who You Are
We are looking for a proactive, experienced leader with a strong background in complex fibre delivery, especially within the Openreach network. You excel in team leadership, health & safety prioritization, operational excellence, and stakeholder engagement.
You build trusted relationships with internal teams, suppliers, councils, and Openreach. Financial acumen and risk management experience are essential, with the ability to support or manage P&L effectively. Familiarity with NEC3 contracts, IOSH Managing Safely certification, and project management qualifications like PRINCE2 or MSP are highly desirable.
You are adaptable, communicative, and comfortable working in a hybrid environment.
Essential Skills and Experience
- Experience managing large, complex fibre delivery programmes through partners and multiple delivery depots.
- Proven ability to build and manage senior-level stakeholder relationships internally and externally (e.g., local councils).
- Knowledge of NEC3 framework contracts is an advantage.
- IOSH Managing Safely certification.
- PRINCE2 or MSP Practitioner accreditation preferred but not essential.
