Operationally lead our new approach to ND.
Join a diverse team of Paediatricians, Nurses, Support Workers, Administrators and Allied Health Practitioners with excellent relationships and access to other partners already established including CAMHS, Education and hospital paediatric team.
The role will provide operational leadership and support strategic development of the new ND approach. Responsibilities will include operational leadership in rolling out the Early Awareness ND Toolkit, managing and developing the system wide Neurodiversity (ND) multi-disciplinary team and Cambridgeshire Community Services (CCS) Bedfordshire & Luton Early Intervention Team.

The role will provide management and leadership for the development and implementation of our new approach to Neuro-Diversity (ND) services as well as our Early Intervention team (within our Community Paediatric service). The role requires leadership of a Multi-Disciplinary Team including both health and Local Authority staff offering early awareness training and liaison meetings.
The post holder requires exceptional leadership and service development skills to proactively manage and develop the MDT and to ensure excellent governance structures, systems and processes are in place that will meet CQC and OFSTED requirements.
The neurodiversity multi-disciplinary team is part of the Community Paediatrics Service. The new approach for our ND offer will initially include cohorts of children from each Local Authority area being offered school based assessments of need and liaison meetings to consider the effectiveness of supporting strategies offered as well as providing information & advice to families and professionals through various mediums. The service will support professionals in early identification and support through training, awareness and communication to ensure consistent shared messages across the system.
The service will support the development of peer parent ND groups ensuring regular engagement.
For professionals, the service will offer guidance, supervision and mentoring for professionals and moderation of the early awareness tool. The service will be pivotal to enable good practice to be shared, lessons to be learnt and to get advice from peers.
The service will be the gatekeepers for any formal specialist assessments required

1. The post holder will provide leadership to the ND multi-disciplinary and Early Intervention teams.
2. Design and implement operational models of service delivery with system colleagues at each place.
3. Ensure steering groups and Heads of Service are kept informed and responsive to changes on matters relating to ND strategies, frameworks and workforce plans.
4. Promote Best Practice to enable this to be embedded across local systems
5. Provide professional leadership on matters relating to the ND workforce.
6. Actively seek opportunities to maintain own competence and standards to support professional registration as appropriate.
7. Lead the introduction of advancing IT and digital technology in our new ND approach to enhance service user experience, support the Trust sustainability plan and provide cost efficiencies.
8. To lead meetings relating to the new ND approach ensuring that the key priorities are progressed and issues are appropriately mitigated and escalated as required.
9. To plan, coordinate and manage a variety of meetings and training events for our new ND approach ensuring shared learning.
10. Provide reports to each place based steering group and other key groups informed and assured on matters relating to the portfolio.
11. Where relevant undertake audit activity across the portfolio to serve as an assurance mechanism.
12. To promote, develop and implement research and improvement activity as appropriate linked to the portfolio
13. To ensure policies are developed and updated related to this portfolio
14. Actively seek service user feedback and promote person centred service delivery
15. Responsible for policy implementation in relation to our new ND approach.
16. Develops multiagency performance reports within the specialist area of ND to monitor the impact of the ND approach.
17. To oversee current triage processes, ensuring triage guidance is followed.
18. To provide clinical supervision within the community Paediatric service
Communication
1. Staff are managed, standards of work are maintained and Trust policies for the management of staff performance are adhered to.
2. Other records are maintained by the team ensuring compliance with the agreed record keeping systems of the Trust.
3. Anticipate barriers to communication and resistance to change and to be able to manage these effectively, liaising and seeking appropriate support as required.
4. Informed consent is obtained where appropriate and documented in accordance with Trust procedures.
5. Appropriate risk and other assessments are completed and documented in a timely manner in accordance with Trust policy.
6. To use effective communication skills where tact, sensitivity and empathy are required in order to achieve successful outcomes. Communication is highly likely to be complex, sensitive or contentious and there may be barriers to understanding or hostility to overcome.
7. Manage highly complex relationships with Senior Managers, Service Managers, clinicians and external stakeholders to achieve the organisational and directorate objectives.To contribute to the development of a
8. culture where staff engagement in the quality improvement agenda is the accepted norm.
9. To present and promote a positive image of CCS with patients, the public, other health and social care providers, commissioners and relevant external agencies.
10. To always act as an ambassador for the Trust when engaging with patients, commissioners, stakeholders, other external organisations and members of the public.
11. Responsible for the production of data analytics and reports according to the local reporting schedule.
12. Develop and maintain working partnerships with a wide range of statutory and independent sector services for the purpose of service delivery and development.
13. To compile and write reports on progress, evidence and assurance as required at short notice and as appropriate to the audience
14. The post holder will be expected to keep up to date with national and local issues that affect professional practice
15. Work with the workforce lead to influence and ensure that appropriate education and training programmes are in place to support staff in the delivery of best practice relating to the portfolio
16. Actively engage with colleagues in the development of sustainable models for continuous professional development across the local system
Budgetary Responsibility
1. To meet relevant financial targets, ensuring that cost improvement plans are delivered within respective portfolio, and activities are carried out to achieve best value for money.
2. To be responsible for budget/s and effective use, monitoring, and management
3. To be authorised signatory to expenditure delegated by the Director of CYP services.
4. Be responsible, in conjunction with the Finance Business Partner, for ensuring the allocated budget remains in balance, efficient use is made of service resources and the Trust’s Standing Financial Instructions are adhered to
People Management
1. Responsible for day-to-day supervision and management of staff within the Early Intervention and Early awareness teams.
2. Responsible for day-to-day management of staff within the Early Intervention and Early awareness team.
3. Responsibility as line manager for a single function or department
4. Staff receive appropriate health and safety and other mandatory training as prescribed, and those relevant records are maintained.
5. Take the lead in investigating and responding to issues relating to disciplinary, grievance, management of sickness and absence and poor performance, utilising resources available and in liaison/partnership with HR and other appropriate personnel.
6. Maintaining own professional development and requirement to take part in appraisal and KSF process.
7. Appraisals of staff directly managed are undertaken and that the appraisal process is maintained throughout the ND team.
8. To provide training for staff where appropriate
Research & Development Activity
1. Actively engage with colleagues in the development of sustainable models for continuous professional development across the local system.

Clinical and Practice Governance
1. Observe and maintain strict confidentiality with regards to any patient/family/staff/records and information in line with the requirements of the Data Protection Act.
2. Any data that is taken/shared as part of a phone call or transported, faxed, or transferred electronically must be undertaken with regard to the Trust Information Governance and Information Security policies.
3. Defective equipment is reported and made safe without delay in accordance with Trust procedures
4. Equipment is maintained in accordance with Trust policy.
5. Infection prevention and control procedures are followed by all staff within their area of responsibility
6. The post holder must adhere to the Trust risk assessment and risk management processes

8. It is a condition of your employment that you are currently registered with your professional body, and it is your responsibility to maintain your professional registration.
9. Undertake mandatory training and any other training relevant to the role as required by Cambridgeshire Community Services NHS Trust.

11. Provide patients and their families /carers with information on standards they should expect from the team
12. Participate in Clinical & Safeguarding supervision on a regular basis
13. The post holder is required to participate in relevant emergency preparedness process for their team.
