This is an exciting time to join us in the Euston Directorate. We are leading on the delivery of the Euston Programme, which consists of multiple complex projects: a new HS2 station, redevelopment of the conventional Network Rail station, upgrades to local transport provisions including the London Underground, and comprehensive regeneration across the Euston Campus, both on site and interfacing with the wider London Borough of Camden.

Your role will be based in the Private Finance Division of the Euston Directorate. Building on the work to date, you will lead on the next phase of structing and implementing the private finance and funding package, with a particular focus on developing a new public-private partnership arrangement, as well as structuring innovative mechanisms such as Tax Increment Financing. This is likely to be one of the major private financing projects within Government both in terms of size and ministerial interest. You will be working on devising innovative approaches that will set future precedents for the industry.
This role has a strong leadership component and will involve working collaboratively across organisational boundaries, with other Whitehall stakeholders such as HM Treasury (HMT) and the National Infrastructure and Service Transformation Authority (NISTA), and with our delivery partners (HS2 Ltd, Network Rail and Lendlease) to ensure that the programme is executed to deliver the Government’s vision for Euston. The role will have a significant external-facing component, as you will be expected to interact with a range of market participants and external advisors.

Your responsibilities will include, but aren’t limited to:
Development of the private finance and funding elements of the overall Euston site funding package.Leading on the commercial structuring and implementation of the preferred private finance model for the HS2 station, envisaged to be a Design Build Finance and Maintain (DBFM) model, with other models (e.g. concession and regulated structures) also part of the consideration.Examining and coordinating the structuring and implementation of the Tax Increment Financing (TIF) mechanism, underpinned by future business rates and local contributions.Leading on the development of the Outline and Full Business Case (either standalone or as part of a wider programmatic business case) for using private finance and funding to deliver the elements of the Euston campus, including privately financing the HS2 Euston Station, liaising closely with the wider Euston team.Working closely with the Euston delivery model team, particularly in terms of the private finance implications for the new delivery model.Working closely with DfT and Cabinet Office Commercial team on private sector partner procurement considerations.Developing the commercial skills and capability within the team, including direct line management of the Private Finance Policy Manager.Great line management is important to us as an organisation, and we will equip and support line managers to develop the skills they need.
