Our Client is seeking an experienced Senior Parking Projects Manager to lead and manage a wide range of parking design and engineering projects within the borough. The ideal candidate will be a highly proficient CAD and GIS user, with a strong background in managing desktop and on-street surveys, as well as in delivering high-quality, cost-effective parking schemes.
Key Responsibilities:
Use CAD and GIS systems to an expert level for the delivery of parking design schemes.
Oversee, coordinate, and quality-check the work of internal staff and contractors carrying out road surveys.
Lead the planning, design, and implementation of Controlled Parking Zones (CPZs) and related parking projects.
Support the Head of Service and Senior Parking Engineer in driving continuous service improvement.
Identify and manage funding streams, governance arrangements, and inter-dependent project plans.
Produce progress reports and project evaluations, ensuring schemes are delivered on time and on budget.
Provide detailed financial estimates and manage capital and revenue budget submissions.
Prepare and manage contracts, specifications, and Bills of Quantities for parking and highways-related work.
Ensure compliance with statutory and performance requirements across all contracts and design works.
Develop a customer-focused and quality-driven working environment across the team.
Commission work with external providers as necessary and ensure effective partnership working.
Essential Skills & Experience:
Expert-level CAD and GIS skills.
Experience managing and delivering complex parking design schemes, including CPZs.
Demonstrable project management experience including budgeting, risk assessment, and reporting.
Excellent written and verbal communication skills, with experience presenting technical issues to a variety of audiences.
Proven leadership skills and the ability to manage multidisciplinary teams and contractors.
Strong organisational abilities with capacity to prioritise work in a busy, deadline-driven environment.
Experience producing concept designs and managing design quality under CDM 2015 regulations.
Knowledge of local authority procedures and the legislative context for parking and highways services.
Desirable Skills:
Degree or equivalent qualification in civil engineering, highways, transport planning, or a related field.
PRINCE2, Microsoft Project or similar project management qualification.
Familiarity with data-led parking analysis.
Prior experience working in or with local authorities or statutory bodies.
Previous commissioning and procurement experience.
Additional Information:
Parking design experience is highly advantageous.
