JOB TITLE: Disability Grants Surveyor - Private Sector Tenants - Construction and Buildings

Pay rate: £24.78 per hour PAYE
The role:
On behalf of a local council, we are seeking a Grants Surveyor to provide a front-line service for the provision of Housing Grants to private sector owner occupied dwellings and Private Sector tenants if those tenants have disabilities.
You will perform a multi-disciplinary function within the Private Housing Services Grants Teams, requiring independent and autonomous work.
You will be responsible for the interpretation and implementation of Housing Acts, and other associated legislative powers, as they relate to grant aid. The postholder will also need to give due consideration to the needs in the local population.
You will provide full architectural/surveying Agency Service, in connection with the Council’s Grant schemes and carry out comprehensive surveys of properties for the purpose of identifying suitable further actions with regard to grant aid, and/or Agency work.
You should have key knowledge of building construction, property condition assessments, and housing standards and ability to specify and cost necessary works for adaptations and repairs.
Key Responsibilities:
Engage in detailed, involved and difficult negotiations with all appropriate parties, as listed above, and provide information and advice on all aspects of Housing legislation and any specialised schemes.
Provide a ‘front-line’ customer focused, rapid response service to all significant issues related to customer requests, for the repair, maintenance and/or improvement of private houses.
Liaise with grant applicants, Occupational Therapists, outside architects and contractors in order to identify the customers’ requirements
Provide a full Agency, architectural/surveying service for minor, major and complex grant schemes,
Carrying out thorough inspections of premises, preparing outline plans for consultation with the client and/or other agencies
Preparing scale drawings arranging necessary Building Regulations and Town Planning approvals
Preparing comprehensive specifications and obtaining competitive tenders and checking submitted tenders
Preparing formal building contracts
Supervising works in accordance with the terms of the contract
Issuing certificates of practical completion
Ensuring compliance with Health and safety legislation
Agreeing and preparing final accounts and authorising final payment
Acting as initial arbitrator in disputes between Client and Contractor advising both client and contractor with regards to the terms of JCT RG(A) Form of Contract.
What the client is looking for:
A degree or comparable qualification in construction or evidence of relevant training commensurate with this level of post, or experience in a relevant business setting, along with evidence of relevant CPD
Track record of delivering private sector housing grants in a similarly large and complex organisation
Ability to use CAD to prepare detailed Plans and Drawings
Experience of supervising building works on site in Private Sector Housing or other relevant setting.
Experience of inspecting dwelling houses with regard to disrepair and lacking amenities.
Experience of the successful delivery of a performance management system in an operational service
Experience of delivering grant and proactive programmes, preferably around Disabled Facilities Grants and other discretionary services.
Experience of managing and delivering a range of building related projects in a manner to ensure that the works are carried out to specification and quality standards, and are within budget and on programme.
Experience of the supervision of subcontractors engaged upon specific contracts, including inspection to ensure that satisfactory standards are met.
