Challenging and influencing the supplier portfolio in terms of managing the level of demand, guiding and advising colleagues to ensure the most appropriate commercial terms are put in place to meet standards and delivering best value for the Trust Identifying opportunities to consolidate the supplier landscape and develop strategic partnerships that unlock further value Proactively seek to identify and win new commercial opportunities for the Trust that generates new income, reduces costs or enhances the use of resources. Lead and influence the Trusts Procurement & Finance Department to define sourcing requirements and support contract negotiations, ensuring that the supplier portfolio meets the Trusts strategic needs for next 2-5 (rolling) years Representing the Commercial and Procurement function by engaging and influencing senior Trust stakeholders and industry healthcare and support services practitioners to ensure effective buy-in to proposed strategies Creating a culture of continual learning, improvement and industry best practice Designing, scoping, implementing and managing an evolving Supplier Management process and roadmap Line management of the function as the scope of the post develops. This includes staff appraisals and dealing with disciplinary, grievance and performance issues of staff. Managing large and/or complex contracts, ensuring that they are still relevant, compliant and meet the current standards to deliver best value Defining contractual SLAs to ensure service, quality and stakeholder requirements are met or exceeded Ensuring an appropriate Business Case process is followed to support investment decisions together with the capability to provide appraisal options of various solutions in terms of cost, benefits and risks Providing critical analysis and market research by analysing all available forms of competitive and internal data to identify risks and opportunities; developing the necessary financial analysis and evaluation model to assess proposals and outcomes Managing the resolution of all significant contract issues; communicate and report all routine and complex issues arising to a wide range of internal stakeholders Leading organisational and policy change associated with Commercial and Supplier Management Where relevant, managing the performance of external suppliers and their delivery of the agreed contract terms Developing and implementing systems to measure and communicate results, risks, opportunities on the performance of all Trust contracts to stakeholder partners Working closely with colleagues across the Trust and with the broader Procurement team to understand and interpret needs in order to design and deliver appropriate commercial arrangements Working closely with the Procurement team to define sourcing requirements, manage complex contractual issues and support new and on-going contract negotiations; ensuring full compliance with Trust Procurement regulations Working with the Finance team to ensure that all contractual obligations are appropriately funded for the term of contract Work with CSUs, Corporate and Procurement teams to plan, review and prioritise the Contracts to ensure that Trust priorities are met and responsibilities for areas of work are appropriately allocated Feed into the financial position of programmes / projects by developing, monitoring, controlling and reporting on contracts, ensuring that the funding is properly managed and reported Ensure that the Trust is kept up to date with supplier market conditions and changes Contribute to the delivery of the Trust capital programme by negotiating appropriate phased payment profiles To establish a communication plan to ensure progress and success in delivering Trust strategy and supporting contracts is communicated to all staff involved in or impacted to maintain their awareness and support Effectively communicate the department objectives to team members in a timely and unambiguous fashion Establish and nurture conducive working relationships throughout the commercial and procurement teams and with other groups of staff at all level across the Local Health Care Community To represent to Trust at local and national events as and when required
