Summary

We are looking to recruit a Project Portfolio Management (PPM) professional to support governance, project management and process improvement across the Post Office Policy & Funding Team.

The Post Office is a key national asset at the heart of communities across the country. Government owns Post Office Limited (POL), and the Department for Business and Trade (DBT) is responsible for setting the strategic direction for the company and works with UK Government Investments (UKGI) to oversee the company’s performance.

The Post Office has never been more high profile. The Government has a manifesto commitment to strengthen the Post Office network and has committed to publishing a Green Paper later this year. This will mark the beginning of a debate involving Parliament, Postmasters and the Post Office about how to secure and strengthen the Post Office network for the future.

As well as leading on the Green Paper, the Post Office Policy and Funding Team is responsible for managing funding requests from Post Office, scrutinising Post Office activities that are funded by Government and preparing briefing for parliamentary and ministerial activities related to the Post Office.

This is therefore an exciting opportunity to be part of high-profile team that is shaping the future of communities across the country by ensuring the Post Office is fit for the modern world.

We are looking for someone to lead on project management, internal governance and reporting across the Post Office Policy & Funding team. The team is not a typical project delivery team with a fixed and static set of measurable deliverables. Rather as a policy team, we need to juggle longer-term priorities and deadlines with short-term Ministerial and briefing requests and parliamentary business. We are looking to recruit someone who will support the team to manage work effectively and who will be able to employ a range of tools to meet the team’s evolving needs. Your specific responsibilities will include:

  • Review & improve the team’s project management processes, including leading on management of our forward planning tools such as the team Plan on a Page and GANTT chart, whilst embedding a strong PPM culture across the team.
  • Lead on managing risks and issues within the team; running regular risk meetings and actively identifying risks and issues to be escalated.
  • Lead on project management support for complex projects within the team, such as coordination of the Government response to the Green Paper.
  • Maintain the team’s overall strategic direction, tracking adherence to milestones and outcomes.
  • Taking a continuous review approach to how the team is managing and prioritising workload, suggesting new approaches/ different tools where appropriate.
  • Lead on secretariat for all major governance for the team, including monthly DG-led steering group and regular project coordination meetings with Post Office.
  • Lead on central programme reporting across the team.
  • Lead on Knowledge and Information Management – ensuring correct processes are in place to allow the team to easily access log and access relevant information and work.
  • Lead on managing incoming commissions to the team, ensuring relevant team members are involved, actions are followed up and readouts are properly recorded.
  • Change Management: Document and manage reporting change processes, ensuring audit trails are maintained.

The post holder will therefore be expected to use their knowledge and experience to support setting the direction and then communicate this effectively to mobilise colleagues behind shared goals and deadlines. They will also need to support colleagues to understand PPM/governance requirements, encourage them to prioritise these and support and collaborate with them to ensure high quality outputs are created. The role will suit somebody who is comfortable at working at pace and across boundaries to deliver required results.
