Summary
At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
As we build the Operations team you will be expected to work in the office at least 80% of the time.
The Operational Improvement Lead will report directly to the Deputy Director of Service Integrity and Improvement as part of the senior leadership team. You will manage a small team of HEO Improvement Leads.
This role by its nature will be at the heart of driving solutions to IBCA Service greatest problems. As well as providing personal input into problem solving initiatives the role will hold responsibility for ensuring the Operational Directorate is well equipped with problem solving techniques. As well as working directly with IBCA’s Operational teams. The role-holder will ensure the right stakeholders across IBCA’s Directorates are engaged in problem solving discussions as needed, influencing key outcomes.
Key responsibilities of the role;
• You will deliver and help shape IBCA’s strategic direction by ensuring the Test and Learn ethos is understood and embedded across all Directorates within IBCA.
• You will refine and iterate IBCA’s Continuous Improvement strategy aligned with organisational objectives.
• You will lead the development and continuous update of improvement processes.
• You will work with the Operational Leadership team to establish and maintain a culture of continuous improvement across the organisation.
• You will maintain oversight of day-to-day operations to support efficiency and effectiveness in case management.
• You will, identify areas for improvement and implement solutions to enhance service delivery across the whole of IBCA Directorates.
• You will manage and develop a team of innovation advocates across the operational team.
• You will collaborate with key stakeholders outside of operations, such as Digital Service, Data and Comms to drive innovation projects and initiatives, influencing key decisions which shapes the service delivery.
• You will monitor and analyse service performance, using data to inform decision-making and influence senior stakeholders to re-engineer the service to effect improvements.
• You will Develop and embed continuous improvement frameworks and methodologies across the operations team and wider organisation, using structured approaches like Lean or Six Sigma to identify and prioritise opportunities that improve customer and colleague experience as well as reduce costs.
• You will lead and coordinate improvement projects and programmes, including process re-engineering and change initiatives, while managing multiple workstreams and ensuring benefits realisation through measurement and accountability across the IBCA teams.
