McGinley are seeking a highly capable and commercially driven Senior Procurement Manager to join a busy infrastructure delivery team. This is a key role responsible for leading and managing procurement activity across a complex and high-value asset portfolio, ensuring best-in-class performance, compliance, and value for money. The ideal candidate must have good knowledge and experience of the Procurement Act 2023.
Key Responsibilities
- Develop and implement tailored procurement strategies that align with the overarching National Programme Strategy.
- Lead full lifecycle procurement and contracting processes, including pre-qualification, tendering, negotiation, and contract award.
- Provide procurement expertise across a range of infrastructure assets, resolving complex procurement challenges.
- Support pre-contract activities for principal contractors and influence subcontracting strategies where appropriate.
- Ensure all procurement activity adheres to Network Rail policies, legal requirements, and relevant procurement legislation.
- Manage relationships with preferred suppliers, ensuring their goals align with project and business objectives.
- Identify opportunities for cost savings, innovation, and efficiency to contribute to portfolio performance targets.
- Oversee supplier performance monitoring, promoting continuous improvement through structured feedback.
- Operate within delegated commercial authority in accordance with governance frameworks.
Essential Skills and Experience
- Strong commercial acumen with in-depth knowledge of relevant supplier markets.
- Demonstrated success in developing and delivering procurement and contracting strategies within complex programmes.
- Proven ability to influence and engage stakeholders at all levels.
- Solid understanding of EU Procurement Directives and relevant contract safety/environmental considerations.
Desirable
- Experience using e-procurement systems.
- Membership of a relevant professional institution (e.g., CIPS).
- Knowledge of the UK rail industry.
- Educated to degree level or equivalent.
