Crynodeb
Responsible to: Head of finance
Responsible for: Rent & Service Charge Analysts x 3
Purpose:
1. To provide effective leadership aligned to our values of customer at the heart, appreciating difference, responsible and accountable, and empowering people.
2. To lead on all aspects of Hexagon’s rent and service charge management for our residential and small portfolio of commercial properties
3. To ensure compliance with statutory and regulatory requirements for consultation with leaseholders and other homeowners.
Principle Accountabilities:
Line management
1. Adopt a coaching style to support and motivate the team and colleagues to deliver to the best of their ability and seize opportunities to develop their full potential
2. Enable colleagues to work within a framework that encourages a focus on compliance, data accuracy and business.
3. Set targets and drive performance of Team members, and ensure delivery of annual plan, including monitoring of and learning from complaints.
Maximum income recovery
4. Where required, take all steps in the legal process including representing Hexagon at Court and First Tier Tribunals, and present cases on behalf of the Association. This includes ensuring team compliance with any relevant protocols.
Rent and service charge management
5. Provide leadership across Hexagon for ensuring that rent and service charges are set and managed in line with statutory, regulatory and contractual requirements.
6. Provide service charge estimates for new schemes, including liaison with New Business, Development and Sales.
7. Ensure compliance with legislation and best practice around consultation of homeowners relating to service charges, including supporting the stock improvement team around major works consultation
8. Lead the delivery of rent, service charge and leaseholder satisfaction improvement plans across Hexagon, working with the Home-ownership Forum.
Home-ownership
9. Ensure support to Hexagon colleagues around responding to customers’ staircasing, exercising the RTA, and provide leadership for Hexagon in the event of the implementation of the voluntary RTB.
10. Support the Neighbourhood teams in responding to homeowner challenges related to rent and service charges.
Planning & Finance
11. Develop and deliver the Annual plan in relation to rent and service charge activities
12. Set and manage the Rent and Service Charge team budget and all budgets relating to rents and service charge activities
13. Manage policy and procedure relating to the setting and management of rents and service charges
Corporate management
14. Participate in management and other meetings as required. Contribute to the overall management of Hexagon ensuring effective liaison with other departments.
Other duties
15. Prepare statistics, and reports as required by the Head of Finance.
16. Produce customer information including leaflets on services, Shared-ownership & Tenant Handbook etc., as required.
17. Attend occasional evening or weekend meeting as required.
General
1. Act always in accordance with Hexagon’s published policies and procedures.
2. Maintain high standards of probity and confidentiality.
3. Take responsibility for self-development, attending training, supervision, appraisals, team meetings and staff conferences as required.
4. Carry out all other duties as may be reasonably be assigned
