The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, fire, crime, drugs policy, immigration and passports.

Corporate and Delivery Directorate works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The directorate is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

The Home Office spends approximately £3bn each year with third party suppliers and this is managed by Commercial Directorate, a team of more than 250 procurement and contract management professionals. The range of goods and services acquired is huge and can include life affecting services and systems including for example services to complex programmes that are unique in Europe with multi-million-pound contracts.

These roles are supporting the Home Office Maritime Procurement Team.

We are seeking hard-working flexible individuals to work at HEO level to support the delivery of Commercial’s objectives. These roles could be of interest to individuals who have worked in a commercial environment and are looking to broaden their commercial skills in a central commercial function, those with strong transferrable skills or to existing commercial staff who would enjoy taking on a new role. Successful candidates will receive a programme of development with the opportunity to study towards professional commercial qualifications.

These roles will form part of the new adaptable focused workforce, ready to seek different challenges, ensuring Home Office Commercial stay ahead.

You will take ownership for procurements to deliver value and manage risk . There may be opportunity to get involved with contract management/delivery and it is expected that you may be deployed into other teams during your time at the Home Office as priorities change.

  • Supporting procurement activities, that conform to the Home Office policies and assurance processes, and which comply fully with relevant procurement law incl. Procurement Act 2023.
  • Supporting the production and delivery of Category Strategies and procurement plans for goods and services, working collaboratively with Commercial colleagues and the relevant Home Office business unit.
  • Developing understanding of the supply markets, sub-categories and business context providing options and opportunities from a commercial perspective looking at aspects such as developing requirements, options analysis for routes to market, risks, benefits, and Social Value.
  • Building and maintaining relationships with key internal and external stakeholders to ensure that plans are on track, commercial risks are identified, and mitigations agreed.
  • Supporting your team to deliver procurements, engaging with the market to refine requirements, setting up meetings with market and business stakeholders, following core procurement processes such as using eSourcing systems, supervising savings and lessons learnt.
  • Owning delivery of low value procurement.

Key responsibilities may include but are not limited to:

  • Acting as a contact for internal stakeholders and external suppliers, supporting the management of the commercial and contractual relationship.
  • Support complex procurement activities, that conform to the Home Office policies and assurance processes, and which comply fully with relevant procurement law incl. Procurement Act 2023.
  • Delivering low value procurement projects.
  • Work with business stakeholders to procure goods and services in a way which achieves value for money in accordance with procurement regulations, policy, and guidance and which contributes to savings opportunities where possible.
  • Demonstrate an understanding of the terms and conditions of contracts.
  • In line with the Cabinet Office Sourcing Playbook, ensure that all transparency requirements are complied with, including timely publication of top Key Performance Indicators.
  • Provide commercial guidance to peers or senior colleagues that draws on relevant procurement legislation, policy, information, supply market knowledge, and commercial experience.
  • Maintain awareness of developments in procurement policy and commercial case law.
  • Develop an understanding of the supply markets, categories and business context providing options and opportunities from a commercial perspective looking at aspects such as developing requirements, options analysis for routes to market, risks, benefits, and Social Value.
  • Support the team with data and information maintenance and with requests for information and reporting as the need arises.

Working pattern

This role is available on a full-time basis with the option of compressed hours working.
