The Impact Economy Team is a friendly, supportive and high-performing team of around 25 people focused on unlocking and growing non-government sources of money to deliver on this government’s missions and support the Voluntary, Community and Social Enterprise (VCSE) sector. Our work has successfully channeled £3.5 billion of non-government funding into some of society’s most pressing challenges.

This includes unlocking £1 billion in funding to good causes through the Dormant Assets Scheme; supporting the growth of social and impacting investing in the UK; and leading cross-government work on philanthropy, outcomes-based contracting (through the Life Chances Fund), and public service contracting.


The team sits within the Civil Society and Youth (CSY) directorate, which aims to build a fairer society, in which government, civil society, and businesses are able to work together to tackle social challenges and build stronger communities. As stewards of Civil Society in government, we are responsible for a dynamic set of policy areas relating to young people, volunteers, charities and social enterprises.


The role will be part of the wider CSY Analytical Team, a mixed profession team of 15 economists and social researchers providing analytical expertise to teams across CSY. While the role will principally support the Impact Economy Team, there will also be opportunities to be involved in cross-directorate evidence building activities, as well as wider DCMS analytical networks.

As an analyst in the Impact Economy Team you will provide analytical input and expertise across a broad range of policy areas (social impact investing, dormant assets, social outcomes partnerships and philanthropy) which all help deliver a stronger voluntary, community and social enterprise (VCSE) sector, maximising long-term impacts for people and places across the country.

This is a great opportunity to join the team at the beginning of a new policy cycle, leading on cross-departmental work to develop the government’s approach to, and engagement with, the Impact Economy. The Analyst will play a key role in designing and delivering a new research and evidence building programme that will underpin policy development, working closely with senior policy officials and analysts.

The role will provide opportunities to engage with a broad range of analytical approaches, and there is scope for the position holder to shape the role to their interests, analytical profession and development goals. The role will likely include:

  • Supporting the design and project management of programme evaluations
  • Conducting quantitative data analysis to support evidence priorities (e.g, on the impact of our programmes, and the geographical distribution of our sectors)
  • Supporting the development of a new Impact Economy research programme
  • Supporting the development of business cases for new policies and programmes
  • Disseminating findings from research, economic analysis and evaluation to senior officials and external partners
  • Working on other teams across CSY and DCMS to improve our data and evidence base
