This role supports children and young people with Special Educational Needs and Disabilities (SEND), ensuring they receive coordinated and person-centered support across education, health, and care sectors.

Key Responsibilities:

Manage a caseload of children and young people with SEND, acting as the primary point of contact for families, schools, and relevant agencies.

Collaborate with families, educational settings, and professionals to ensure high-quality, timely, and needs-based planning and provision.

Develop, write, and maintain EHC plans, ensuring they are person-centered, outcome-focused, and meet statutory requirements.

Lead or contribute to the annual review process, ensuring robust follow-up and plan updates.

Work as part of a multi-agency team around the child, contributing to a graduated response and ensuring a holistic approach to service provision.

Provide professional advice and monitor the Local Offer, ensuring quality service delivery and continuous improvement.

Use data and stakeholder feedback to drive practice improvements and service effectiveness.

Make informed recommendations about service provision in line with budget considerations, including ISPSB and personal education budgets.

Essentials:

Educated to A-level (or equivalent) with substantial relevant experience; a relevant degree is desirable.

Good knowledge of SEND legislation, including the Children and Families Act 2014 and the SEND Code of Practice.

Understanding of the Council’s SEND policy, Local Offer, and education landscape, or willingness to develop this.

Demonstrable experience working directly with children/young people with SEND and their families in a collaborative, strengths-based way.

Confident in writing and presenting clear, evidence-based reports and plans.

Excellent interpersonal and communication skills, with the ability to negotiate and influence effectively.

Ability to assess risk, plan care, and manage complex or sensitive cases independently or with minimal supervision.

Knowledge and experience in resource allocation, including the effective use of the high needs block and budget management.

Desirable:

Skilled in problem-solving, creative thinking, and service development.

Competent in using IT systems, including Microsoft Office and case management databases.

Experience in contributing to or leading service improvement projects.

Ability to provide peer support or supervision to junior staff and contribute to staff development.

Additional Information:

The role will require travel across the Surrey region and occasional visits outside the county.

The post holder must demonstrate commitment to equality, diversity, and inclusion, and uphold the values and behaviours of the organisation.

This role contributes directly to SEND Transformation efforts, with an emphasis on sustainability, effectiveness, and family experience.
