Key Working Relationships To support the Procurement Teamwork plan by taking the lead in the delivery of allocated procurement projects for a range of goods and services across the Trust. Lead on Greater Manchester ICS collaborative procurement projects as specified by the HOP. Proactively and consistently ensure that an effective andefficient procurement service is provided that is compliant with the Trust Governance and Procurement legislation. Deliver social and environmental objectives, including working towards net zero and better environmental and social outcomes in procurement. Manage high value and complex procurement processes and contracts within legislative and organisational procedural guidelines to deliver value and service benefit. Contribute towards the development of the procurement work plan, develop centralised procurement policies and procedures and adopt best practice. Work with key stakeholders across all sites to secure engagement in the procurement process, ensuring appropriate input into specifications and involvement in decisions. Promote relevant legislation, governance and other supply chain related policies and procedures with colleagues throughout the Trust, demonstrating that an effective procurement service can ultimately contribute towards improving patient care. Engage closely with key external bodies (e.g., NHS Supply Chain) to navigate optimum outcomes in relation to routes to market and ongoing market and contract management. Provide guidance and support to line reports and other members of the team to enable them to achieve individual and team goals and objectives. Present the procurement function as a progressive, proactive, responsive and innovative department and ensure that an effective and efficient procurement service is provided to all end-users. Conduct supplier negotiations, advise user groups, monitor suppliers performance. Determine most advantageous purchasing routes for the Trust to follow providing information on UK purchasing legislation and the Trusts Standing financial instructions. The post holder will be required to maintain constructive relationships with a broad range of internal and external stakeholders. E.g. clinical teams/directorates. Participate in relevant internal and external working groups/projects. Ensure that all Trust procurements are compliant with procurement policies, standards and procedures and are in line with Department of Health guidance on co-operation and competition. When necessary, develop and implement service improvements to bring the procurement process in line with the latest guidance for example the procurement bill currently seeking parliamentary approval. Effectively communicate statutory financial / procurement regulations for non-procurement colleagues so that there is a full appreciation and understanding of the Trust obligations in this area. Present information and issues, explaining highly complex issues, to a wide range of internal and external stakeholders. Conduct or Support masterclasses and workshops tailored to specific departments to meet their training and operational procurement requirements Discuss detailed and complex contractual issues with both NHS staff and prospective suppliers to ensure that contractual terms and obligations are fully understood and that both financial and supply risks are minimised. Deputize for the Head of Procurement. Project Management Contribute to performance delivery improvement and leading on the areas identified on the Procurement work plan. Identifying cash releasing and cost avoidance measures, add value through the contracting process ensuring the ongoing performance/monitoring of contracts and suppliers. Provide relevant and timely specialist advice and guidance on own portfolio of projects/function. Work with members of the team to investigate the causes of variation from target/plan and proactively contribute to the implementation of solutions. The role will manage procurement issues/risks, and develop proactive resolutions and escalate issues where appropriate. Staff Management Provide line management to a specified team of individuals assigned to the directorate. Liaising with appropriate functions within the Trust and the wider NHS managing all procurement business returns, including planning, workforce and FOI returns. Strive to develop and implement a content management system to ensure information is properly managed and best practice is shared across the team. Whilst taking a lead in the co-ordination of training & development across the team. Information Management Ensure timely and accurate information analysis. Reporting to management on agreed areas of work. To be able to produce briefing papers to the Head of Procurement and all Stakeholder groups to ensure actions are aligned to the corporate objectives of the Trust. Planning and Organisation Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes in accordance with Trust priorities. Contribute to short-, medium- and long-term business plans, to achieve quality outcomes. Be aware of local, Trust and National strategies especially with relation to procurement for example the Central Commercial function initiatives. Work as part of a team to achieve better or the best against the Commercial Continuous Improvement Assessment. Policy and Service Development You will be responsible for organising your own day to day activities to ensure that agreed targets are met. You will also support line managers and Senior Management in the development and implementation of a long-term procurement strategy, ensuring compliance across departments. You will also be expected to assist team members in the planning and organising of their procurement activities, providing advice and guidance to reach the most efficient and effective outcome. The post holder will also be expected to plan and organise procurement activities to meet the timescales of the customer providing advice and support where required to ensure timescales are achievable.
