Job Title: Governance Compliance and Systems Officer - Procurement

Ref: Bournemouth 5270957

Pay rate: £15.84 per hour PAYE

Hybrid working - A mixture of office and remote working.

The role:

The Governance, Compliance, and Systems Officer will support the procurement and contract management functions within the council, ensuring compliance with statutory regulations, governance frameworks, and council policies. You will work closely with the Senior Governance, Compliance, and Systems Officer to implement and maintain systems and processes that facilitate effective procurement and contract oversight, contributing to transparency, accountability, and value for money.

Key responsibilities:

Supporting project work, particularly the development and maintenance of Standard Operating Procedures (SOPs) to strengthen team resilience
Reviewing and updating configuration records to ensure alignment with current SOPs and templates
Assisting with day-to-day operational tasks as required.
Help maintain and improve procurement governance, ensuring legal compliance (e.g. Public Contracts Regulations 2015)
Support best practice in procurement aligned with council strategy
Prepare and present reports on procurement and governance to senior stakeholders
Maintain clear, accurate records of procurement, contracts, and supplier performance
Monitor compliance with procurement laws, financial rules, and council policies
Support audits and investigations, identifying and resolving non-compliance issues
Ensure contracts and procurement processes meet legal standards, including GDPR, anti-bribery, and modern slavery legislation
Advise teams on procurement compliance and support training efforts
Support and maintain procurement and contract management systems for efficient council use
Work with IT and Senior Governance Officer to update and optimise systems for compliance and usability
Train staff, troubleshoot issues, and ensure data accuracy in procurement systems
Ensure data input complies with data protection and governance standards



What the client is looking for:

Experienced in procurement and contract management, ideally in the public sector
Knowledge of UK procurement laws, including Public Contracts Regulations 2015
Strong understanding of governance and compliance in local authorities
Skilled in procurement systems, data management, and system optimisation
Excellent written and verbal communication skills
Ability to communicate effectively with a range of stakeholders, both written and verbal
Strong problem solver who performs well under pressure
Experience of gathering data, compiling information and preparing reports
