Role Overview:
A fantastic new opportunity has arisen to lead our Carers service and create and manage our Carers Partnership Board. We are looking for an experienced and strategic Adult Social Care Carer’s Lead to join Oldham Council and lead the borough’s work in identifying, supporting, and empowering unpaid carers. This role is central to delivering on our statutory duties under the Care Act 2014, implementing a progressive All Age Carers Strategy, and ensuring co-produced, evidence-based commissioning that delivers positive outcomes for carers.
You will create, chair and manage Oldham’s Carers Partnership Board, develop and oversee its sub-groups, and take a key role in local and regional networks, including Greater Manchester (GM) and ADASS Carers Partnerships. You will work across the council, NHS, and voluntary sector to create a borough-wide offer that enables carers to continue in their caring roles while living independent, fulfilling lives.
Key Responsibilities:
- Lead the implementation of the Carers partnership board, delivery, and review of the Multi-Agency Carers Strategy for Oldham along with associated action plans in line with legislation, regulation (CQC quality statements) and local priorities to enable a progressive approach to carers support services.
- To develop and embed a wide and robust offer across the borough to support carers to continue in their caring role for as long as they are willing and able to do so.
- Manage and chair Groups as appropriate to ensure the implementation, development and delivery of the joint Carers Strategy and associated plans including stand-alone projects and initiatives; developing and utilising robust processes to report and evidence delivery for relevant stakeholders.
- Maintain knowledge, understanding and practical application of legislation, regulation, policy, safeguarding requirements and good practice in relation to carers support services in line with local and national priorities and changing needs/demand.
- Responsible for ongoing information and data gathering, analysis and benchmarking related to carers needs, outcomes and experience both locally and nationally, developing clear insight and intelligence to inform strategy and commissioning plans.
- To organise and coordinate engagement activities with carers e.g. Carers' Forum, the Carers Survey, Carers' Consultation Groups and lead on ‘Carers week’.
- Ensure carers have access to a range of advice, advocacy and information including contributing to Oldham’s council’s online information in relation to carers practical and emotional support enabling them to make informed positive choices, identify and realise their goals and lead independent, fulfilling lives
Key Requirements:
- A recognised professional qualification or substantial experience in adult social care, commissioning, or a related field.
- In-depth understanding of the Care Act 2014, carers’ rights, and CQC-related frameworks and regulations.
- Experience leading multi-agency strategic boards or partnerships, ideally within an integrated care context.
- Strong knowledge of adult social care systems, carers’ support services, and co-production approaches.
- Experience in managing complex programmes of work including commissioning, budgeting, data analysis and reporting.
- A track record of influencing policy and practice at a strategic level.
- Excellent communication and stakeholder engagement skills, with the ability to lead across professional boundaries and with communities.
