We are seeking a Quality and Performance Lead in Local Highway Operations to oversee the effective delivery of the core maintenance service through active engagement and collaboration with various stakeholders, serving as the principal professional in this area.

Salary: £46,731 to £49,764 per annum, £18,945 to £20,174 (pro rata for part time)
Contract Type: Fixed Term Contract until 02 August 2026. Final start and end dates will be confirmed with the successful candidate.
Working Pattern: Part-time (15 hours per week)
Location: Drayton Depot, Drayton Lane, Chichester PO20 2AJ

The role will offer hybrid working arrangements where the preference will be 1 working day per week based at Drayton Depot. Final arrangements to be confirmed with the successful candidate.
About the Job
You will work in Core Maintenance Contract Support Team and any given day can often feel quite different from the next! There will be some key responsibilities likely to feature in this role, including:
- Providing guidance to the Local Highway Operations (LHO) Senior Management Team on the most effective strategies to ensure efficient and high-quality operational service delivery, including overseeing change management initiatives across various areas.
- Establish a management process based on the "plan-do-check-act" framework, supported by regular management reviews of service performance that encompass both Service and contractor performance.
- Ensure Highway Service compliance by implementing robust metrics within a QMS framework, conducting compliance audits, monitoring contractual performance, and reporting outcomes as part of the Highways Management review process to support a focused approach in delivering high-quality service to our customers.
- Audit contractor and service performance, quality, and output, and provide relevant data to the senior management team within the service.
- Support the delivery of LHO Service Plan Actions and various contractor plan outputs.
- Exhibit strong stakeholder engagement skills by establishing effective communication channels and fostering positive working relationships with both internal and external partners.

Required Qualifications and Skills
- Postgraduate degree, or an equivalent qualification or experience in Highway Operations, with knowledge of project or change management, demonstrating applied expertise in researching, analysing, and evaluating areas for improvement.
- Demonstrable evidence of effectively managing a successful and sustainable service provision to a diverse range of clients within available resources.
- Financial experience in monitoring and managing substantial budgets effectively to deliver services within available resources, with strong numeracy skills.
- Experience supporting management and delivering successful projects, demonstrated through effectively managing complex initiatives to ensure they meet customer requirements and business objectives.
- Possesses highly developed communication and interpersonal skills, with the ability to engage with others effectively, influence their actions and decisions, and convey complex or sensitive information clearly.
- Effective people management abilities, including performance management skills, and the capacity to provide guidance and support to individuals and teams.
