Job Description The post holder is responsible for ensuring the delivery of safe and effective clinical care to the practice population. As the Clinical Services Manager, the post holder will be accountable for all clinical service delivery. The Clinical Services Manager will lead and manage all the clinical resource, working closely with the practice management and GP Partners to deliver the practice priorities. The Clinical Services Manager will spend at least 50% of the role in clinical management and the remaining 50% in service management. They will work collaboratively with the whole general practice team to meet the needs of patients, supporting the delivery of policy and procedures, and providing leadership and direction for the clinical team. To work clinically for a proportion of the role as an Advanced Nurse Practitioner or Practice Nurse, remaining clinically competent, registered with the NMC and keep up to date/ disseminate clinical best practice guidance. The Clinical Services Manager, along with the designated GP and a research lead, will support the research facilities within the surgery and provide direct clinical support when required. The Clinical Services Manager, supported by the ANP and Nursing team managers will be responsible for all clinical SOPS, protocols, audits, PGDs and associated clinical responsibilities. Management of health alerts and MHRA and infectious disease notifications along with service improvement and efficiency within the clinical department and reviewing/redesigning the service provision. Attend meetings as appropriate. In a managerial role the Clinical Services Manager will be responsible for clinical appraisals, training, supervision, mentoring and revalidation of clinical staff as appropriate. Clinical performance management, significant events and complaints for the full clinical team are also required in this role. To be the nursing lead, providing a strong clinical presence and develop the clinical team within the surgery assuring the provision of a safe, effective and evidence based care to patients. To work in partnership with clinicians, administrators and operational staff within the Surgery to co-ordinate and plan the achievement of the annual quality outcome framework (QOF) and other service contracts- leading and driving their implementation. The service management role involves working collaboratively with the Business Manager and other senior staff to manage and coordinate all aspects of practice functionality, optimising efficiency and financial performance, ensuring the practice achieves its long-term strategic objectives in a safe and effective working environment. Develop constructive relationships across the delivery systems with, principally, Primary Care Networks and other GP Practices and Primary Care Providers, social care & council services, voluntary and acute sector colleagues. Responsible for the development of the quality and governance agenda within the Surgery, facilitating staff to develop specific areas of quality and governance expertise and proficiency to meet the needs of the service within the available resources. Clinical Responsibilities The following are the core responsibilities of the Clinical Services Manager. There may be, on occasion, a requirement to carry out other tasks; this will be dependent upon factors such as workload and staffing levels: Develop, implement, and embed health promotion and wellbeing programs as needed. Ensure enough clinical hours are worked to satisfy registration processes. Support the team in dealing with clinical emergencies Implement vaccination programs for adults and children as necessary (flu/Covid). Oversee practice targets such as QOF, IIF, DES/LES complying with local and regional guidance to ensure the financial and performance targets are met. Be an extended and supplementary prescriber, adhering to extant guidance. Delegate clinical responsibilities appropriately (ensuring safe practice and the task is within the scope of practice of the individual. To adhere to all safeguarding matters in accordance with local and national policies. Maintaining safe levels of clinical working within the department and undertaking clinics if necessary. Training and educating staff on clinical topics. To be a named investigator on all clinical research work and supervise research clinicians performing the role. Managerial Responsibilities In addition to the clinical responsibilities, the Clinical Services Manager will be required to: Undertake overall management of the clinical team, providing guidance when necessary, and acting as a mentor to provide professional leadership, supporting clinical staff employed within the surgery to deliver high quality, safe and efficient care. Develop and maintain a CQC delivery plan in support of the CQC registered manager always ensuring CQC compliance. To be responsible for clinical performance management, mentoring, appraisals, supervision, and revalidation. Develop and implement an annual learning and development/ training needs analysis plan for all nursing staff (for example but not limited to Advanced Nurse Practitioners, Practice Nurses and Healthcare Assistants). To work collegially responding proactively to organisational and local change, suggesting and initiating improvements in clinical and operational delivery. Drive the development of clinical services within the organisation, liaising with PCN, external agencies and professional organisations as required. Participate in local initiatives to enhance service delivery and patient care. Support and participate in shared learning within the organisation. Continually review clinical practices, responding to national policies and initiatives where appropriate including PPGs, audits, SOPS and infectious diseases. Develop, embed and sustain monthly formal quality rounds in each clinical area, document findings and develop action plans to rectify any concerns. To be Clinical Governance Lead and participate in the review of significant and near-miss events applying a structured approach i.e. root cause analysis (RCA). Ensuring entries are completed on Quasar. To be the Practice lead for clinical complaints and work collaboratively with the Practice Ops manager with all complaint processes. Develop clinical protocols in line with the needs of the patient and current legislation. Undertake financial responsibility as directed by Business Manager. Demonstrate positive role model behaviours and supervision to junior team members.
