Building a Health and Safety culture within the GPA is a top priority for our Chief Executive and Executive Team, and whilst we have a wealth of expertise within the organisation this has historically focussed on the Health and Safety of our clients, customers and buildings. The Head of Corporate Health and Safety is a new role that has been developed to ensure that we are putting the right focus on the Health and Safety of our own people, and the post holder will have a great opportunity to influence the culture and ways of working within the organisation.

The Head of Corporate Health and Safety will drive forward the GPA’s focus on the Health and Safety of our workforce. This will include the provision of expert advice to senior leaders and employees, alongside the development of robust internal guidance and processes. You will be responsible for the review, development, implementation and monitoring of Health and Safety Management System, to ensure the safety of GPA staff in alignment with current Health and Safety, Approved Codes of Practice (ACOP) and associated legislation/ best practice. You will be responsible for providing technical guidance and support to GPA HR, as well as our programme of workplace adjustments, to ensure the GPA as an employer meets its obligations to staff health and safety.

You will also take a lead role in building the professional Health and Safety community within GPA. Working alongside Health and Safety practitioners from across different business units you will develop a community of practice, developing cross cutting ways of working, building professional capability and sharing learning across the organisation.

Key Responsibilities

  • Policy, process and guidance - Reviewing and developing GPA’s corporate health and safety and fire safety policies, procedures and activities, and ensuring that Health and Safety Management is implemented consistently across the organisation and that legislative compliance is achieved and maintained. Within this you will need to ensure that there is provision in place to monitor, evaluate and review existing, new and upcoming Health and Safety legislation and ensure that the organisation has systems and procedures in place to fully meet legal compliance requirements.
  • Staff engagement - Work proactively with managers and other key staff to establish and maintain a programme of continuous improvement in the management of Health and Safety within their areas of responsibility, which includes conducting regular audits and inspections. Work with stakeholders to agree areas for improvement and agree appropriate corrective action and deadlines for closures; project manage those improvement plans as necessary. Develop effective relationships at all levels across the organisation, and with third parties, in order to drive a positive health and safety culture. This will include engaging with GPA’s Trade Union’s Health and Safety representatives and the GPA People Forum.
  • Monitoring and compliance- Effectively manage a programme of proactive monitoring ensuring workplace inspections, safety tours and risk assessments are completed and control measures implemented. Ensure compliance with, and implementation of, all GPA policies and procedures that impact on the delivery of effective Health and Safety systems, including Data Protection (GDPR).
  • Governance and assurance - Ensure there is good governance in place for Health and Safety. Actively promote a safe environment throughout the GPA, utilising a risk based audit programme. Maintain and develop GPA’s Corporate Health and Safety dashboard to monitor progress and report into the Group Health and Safety Management Committee. Ensure that GPA is compliant, and in line with best practice, on legislative requirements to engage on H&S matters. Including active engagement with recognised TUs and/or employee representatives as appropriate
  • Training and upskilling - Work with L&D to deliver a suitable H&S training for staff at all levels of the organisation. Design and deliver training sessions on key areas of GPA activities in relation to Health and Safety and support the delivery of other training programmes, including new staff inductions. Inform, instruct and update senior management on legislative changes and on health and safety performance on a regular basis.
  • Accidents and ‘near misses’ - Lead investigations into serious accidents, incidents of employees, or complaints as appropriate. Take responsibility for and maintain the accident and ‘near miss’ database and prepare reports for GPAs People Committee and Health and Safety Committee, using statistical and other analytical tools. Inform the Health and Safety Executive (HSE) of accidents or incidents that require notification (RIDDOR).
  • DSE and Workplace Adjustments - Ensure there is provision in place for guidance on procuring workplace adjustments and that clear processes are in place to ensure workplace adjustments requirements can be assessed and solutions can be smoothly and efficiently procured. Work with staff at all levels of the organisation and stakeholder groups to ensure they are engaged in the process for delivery of workplace adjustments, that continuous improvement opportunities are explored and delivered, that GPA benchmarks against best practice, and that a good level of customer service and value for money is maintained. Ensure workplace adjustments practices meet GPAs obligations and aspirations under Disability Confident and other diversity benchmarks.
  • Continuous professional development - Attend regular update training on Health and Safety legislation, ensuring the CPD is correctly maintained, and ensure CPD and qualifications effectively maintained for your team. Lead, manage and develop GPA teams effectively in line with best practice, policy and procedure.
