The Office of Government Property (OGP) leads the Government-wide Property Function, setting the strategy and standards and leading on a number of Government and public sector-wide programmes. We also lead the Property Profession of 7,000+ professionals across Government, ensuring we have the right skills and rewarding career pathways.

The public estate is vast, with a diverse range of assets including offices, hospitals, prisons, courts, warehouses, railways, airways, homes, barracks, ports, job centres, test centres, schools and many more. There are over 300,000 recorded properties, worth over £200 billion. The estate plays an essential role in supporting excellent frontline public services, as well as productive and effective administration.

OGP’s Property Programmes team currently performs its role through multiple cross Government and public sector-wide programmes including Facilities Management Standards; Better Buildings; One Public Estate; and Disposals. These support the Government Property Function’s goals of delivering a smaller, better, greener estate; and transforming places and services.

The postholder will lead on the orchestration of the next stage of the FM and Better Estates programmes. These are central to ensuring the estate is able to support excellent public services and effective administration by driving improvements in the condition and safety of the estate, and in the quality of Facilities Management across Government.

We are seeking an experienced Built Environment, Facilities Management leader to take up the role of Programme Director for the Facilities Management Strategy (including the Better Estates Programme). This role is at the cusp of strategic policy making and core delivery strategy that impacts across multiple government departments and asset classes across the public sector estate.

The Programme Director will shape and deliver multiple facets of the government’s approach to facility management, driving delivery in the near term while innovating for the long term. The key areas of responsibility will include development and delivery of the

  • Better Estates Programme - defining policy and standards that focus on improving condition, estate resilience and value for money across the government estate ,
  • Updated Government-wide Facilities Management Standard alongside influencing other associated standards relating to property condition and insights. This will include specific remit to design and implement the agreed recommendations following the NAO report on maintaining public service facilities and the PAC committee recommendations and that these are incorporated into the programme.
  • Updated influencing and control regime that drives better capability within government departments and industry - e.g. OGP currently undertakes FM Spend Control with the Government Commercial Function, providing assurance on the Government's c.£14 billion annual spend on FM. The Programme Director oversees the assurance of individual cases, engages with property teams across Government and drives the continuous development of the Control.

Facilities Management and Better Buildings are integrally linked to a number of related policy areas. As Programme Director, you will need to be a strategic thinker and effective in making connections and forging joint working across a wide range of areas, including sustainability, health and safety, professional development, commercial, digital and industry.

This role works to the OGP Deputy Director, Property Programmes, who is also supported by a senior cross-Government FM Taskforce, established to provide senior leadership across Government to improve the quality of FM and shaping the Taskforce’s priorities as well as enabling progress.

Key responsibilities

You will be responsible for providing the leadership, policies and coordination for this cross-cutting and complex area, including:

  • Leadership and Strategic Direction: Lead and nurture a high performing team to deliver the Better Estates Programme, providing vision and strategic oversight to ensure programme objectives are met. Collaborate with government departments to drive coordinated responses to estate-related challenges.
  • Data and Transparency: Work with the InSite team and across government departments to establish uniformity and transparency in data reporting, thereby aiding informed decision-making.
  • Stakeholder Engagement: Facilitate engagement with key stakeholders, including Property Leaders, the FM Taskforce,external partners, and Ministerial offices, fostering collaboration and promoting the objectives of the programme.
  • Co-ordination of Strategic Plans: Support the review and development of strategic asset management plans across departments, ensuring alignment with overall government objectives for property and estate management.
  • Financial Oversight: Work with National Infrastructure and Service Transformation Authority (NISTA) and Her Majesty’s Treasury (HMT) to assess maintenance backlog figures and determine their impact on fiscal rules. Identify alternative approaches to enhance estate resilience.
  • Governance and Compliance: Review existing cross-government governance structures related to property management, establishing accountability frameworks and processes for compliance with established standards. Oversee the review, and effective operation, of the Government-wide FM Spend Control
  • Capability Development: Enhance the skills and capacities of departmental teams responsible for property management through training, workshops, and implementation of best practices.
  • Monitoring and Evaluation: Establish robust mechanisms for monitoring programme progress and evaluating outcomes, ensuring that interventions lead to measurable cost savings and improved operational efficiency.

Alongside the core duties, this role plays a significant role in responding and clearing regular requests for input from within the property function, other government departments, parliamentary bodies. This includes providing evidence based advice (written and verbal) to key decision makers across government, ministers, senior officials including HMT.
