Job OverviewThis role is based in the additional works department which designs, plans and delivers an annual programme of infrastructure improvement works. Reporting to the Commercial Manager, the M&E Quantity Surveyor will take full commercial and financial responsibility for a portfolio of predominantly M&E projects (ranging from £25k to £4m) ensuring that we cost effectively deliver within legislative and contractual obligations. You will be required to pro-actively support project teams with commercial, financial and contract-related matters from concept to completion.
The role is based on an operational military facility in the South Atlantic at Mount Pleasant Complex, Falkland Islands.
Main Duties
-Provide total quantity surveying and estimating support on a wide range of lifecycle replacement / refurbishment / new-build projects
-Utilise various data sources to produce budget cost estimates (data sources may include historic project information, schedule of rates or liaising with the supply chain)
-Evaluate scope of works and produce firm price offers using schedule of rates
-Prepare tender documents and manage the complete tender process using an e-Tendering platform
-Ensure the tender process is carried out fairly and regulated in accordance with procurement rules
-Evaluate tender returns and prepare tender report with summary and recommendation to client
-Prepare firm price offers for tendered works, with particular emphasis on the transfer of risk from sub-contractor terms
-Oversee works in progress, identify variations in the scope of works and maximise revenue
-Make assessment of work done for milestone payments to maximise cashflow
-Advise on contractual matters and maintain accurate record keeping and diligent filing of information to support contractual claims
-Monitor sub-contractor performance
-Attend site visits and meetings with key stakeholders
-Liaise with the client, sub-contractors, suppliers, and internal stakeholders to ensure efficient delivery of projects
What we are looking forEssential
-Qualified to Degree level in Quantity Surveying, Mechanical Engineering or Electrical Engineering
-Has 5+ years experience in a similar M&E specific commercial role
-Capable of obtaining medical clearance, BPSS (Baseline Personnel Security Standard) and Falkland Islands work permit
-Detailed technical understanding of mechanical and / or electrical services including: disposal installations; water services; heat source; space heating systems; air conditioning systems; ventilation systems; electrical installations; fuel installations; fire and lightning protection; communication, security and control systems; and specialist systems e.g. HV networks, airfield lighting etc
-Sound understanding of contractual provisions within standard forms of contract (NEC desirable but not essential)
-Able to take-off accurately from drawings as well as on site measurement
-Able to identify commercial risk and advise on mitigation
-Comprehensive experience of application of measurement rules for estimating (SMM7, NRM, CESMM etc)
-Working knowledge of standard procurement strategies
-Previous experience of managing tendering processes to demonstrate value for money
-Understanding of the Construction (Design and Management) Regulations 2015
-Holds CSCS Card (Construction Skills Certfiication Scheme)
-Full clean driving licence (UK or equivalent)
-Proficient in Microsoft Office suite, including Excel (intermediate level) and Project (basic level)
-Possess excellent record keeping skills and is detail orientated
-Able to work as part of a multi-disciplined team
-Has excellent organisation skills, is able to handle multiple tasks simultaneously and prioritise tasks to manage time effectively
-Possess strong communication skills (both written and oral) and able to communicate effectively with a wide range of people
-Strong analytical skills with the ability to interpret information in all formats including bills of quantities, technical drawings, specifications and construction programmes
Desirable
-Experience of estimating using schedule of rates (PSA, NSR etc)
-Experience using CAFM (Computer Aided Facilities Management) system, preferably Maximo
-Experience working in a military environment, including knowledge of the MOD JSP technical standards (Joint Services Publications)
-Understanding of public procurement rules
-Understanding of logistics chains, including challenges of procuring and programming works around overseas shipping schedule
-Membership of a professional body (RICS, CIOB etc)
