The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, fire, crime, drugs policy, immigration and passports.

Corporate and Delivery Directorate works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The directorate is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

Portfolio & Programme Finance (PPF) is part of the Finance Directorate within the Home Office. The team is responsible for ensuring finance is included in operational decision making across key Government Major Projects Portfolio (GMPP) programmes and other investment programmes & projects across Home Office. They also ensure that the programme teams deliver against plans, objectives, and outcomes.

To be successful in the role, you will have experience in providing information and advice to a wide range of stakeholders on a range of financial data and topics. We are looking to fill 1 Programme Accountant post and 3 Portfolio Finance Partner posts to support to major programmes in reporting, providing support/challenge and benefits management across the Home Office.

As a Programme Accountant, you will provide strategic financial insights into the programmes and support the programmes throughout their lifecycles from initiation through to business-as-usual transition through driving forward best practice and financial ways of working.

You will be at the heart of financial decision making for the Programmes. You will work closely with Operational & Programme, Commercial experts, Economists, and colleagues from the Analytical profession to provide clear and robust financial support and challenge.

As a Portfolio Finance Manager, you will provide the HO central Portfolio reports on all major programmes within the Home Office working closely with our central Portfolio delivery team. These roles are to support monthly reporting on the core Portfolio, assurance of business cases, assurance of external commissions, supporting on setting best practice for programme finance in the Home Office.

The postholder will work across the Finance department as well as engagement with Project delivery professionals to drive planned benefit led initiatives across Programme financial management practices thus ensuring effective compliance and controls exist, implement fit for purpose processes; review, streamline and maximise existing operations and drive best practice.

Key Responsibilities

  • Providing financial oversight and support to the programme/Portfolio.
  • Providing insight and analysis, linking financial data to deliverables.
  • Monitoring the performance against schedule and financial plan at project and workstream level.
  • Contributing to key decisions and reports through financial insight.
  • Acting as a financial advisor – technical and operational accounting.
  • Responsibility for accurate financial reporting and provision of appropriate management information for the projects including the provision of monthly finance project reports that incorporate costs and benefits.
  • Ad-hoc support to relationship with commercial partners aligning the financial analysis to commercial procurements supporting any requirements for options analysis.
  • Supporting governance such as risk & opportunities quantification, actively managing risks and opportunities against the latest plan and financial forecasts, change control etc.
  • Advise on regularity and propriety to protect the Accounting Officer.
  • Compliance with accounting standards (e.g. CDEL /RDEL classification; treatment of VAT; treatment of assets under construction).
  • Implementation of the corporate system of financial control and ensuring workstream financial controls are efficient and effective.

Note: You may be required to carry out other duties within the scope of the grade and within the limits of your skill, competence and training.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available.
