Crynodeb
Corporate and Delivery Directorate works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The directorate is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.
The department has one of the largest and most complex portfolios of change programmes in Government, including some of the Government’s most complex and high-risk Government Major Project Portfolio (GMPP) programmes. The total whole life cost of the portfolio is over £27bn with over 3,000 staff working across its programmes.
This role is within the Finance Directorate, a unit within Corporate & Delivery DG command.
This role has responsibility for a key part of the Home Office departmental Portfolio and provision of Financial management, advice, planning and reporting. This includes holding a strong understanding of the business area being partnered, key member of the SLT and build and maintain key relationships at a senior level in their areas of responsibility, across Corporate & Delivery and the department. The role holder will bring insight and influence through provision of effective advice, presentation and communication enabling them to ensure finance is considered in commercial and operational decisions at all key stages.
Key responsibilities
- Building and maintaining key relationships, in particular developing trust and rapport. This includes managing expectations of senior managers and stakeholders.
- Developing a good understanding of the business, seeking out opportunities to better understand the commercial and operational drivers.
- Providing strategic advice, planning and analysis on financial impact, performance and risk to senior stakeholders and through this contributing to strategic direction of the wider business area. This includes supporting accurate current and multi-year financial forecasts, key fiscal events and budget planning.
- Responsibility for providing timely, accurate and clearly communicated financial management information and analysis, making full use of available data and analytics tools, to support recommendations to drive efficiency and effectiveness through value added insight and advice.
- Working closely with leads on major projects, policies and programmes to ensure sound VFM business cases are developed and monitored with strong commercial focus, options appraisal risk management, internal control and that governance procedures are followed.
- Leading a Business Partner team effectively to ensure effective support and advice to the business, effective engagement with other Finance teams, and opportunities for continual improvement are identified and pursued.
- Providing verbal and written advice and communications to internal and external governance bodies, including programme boards; NAO; ministerial submissions; publications; business case authoring; HM Treasury; IPA, Cabinet Office and the Major Projects Review Group (MPRG).
- Provide oversight and input on programme benefits forecasting and realisation, and lead liaison point with economists
Working Patterns
Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available.
Travel
Occasional travel within the UK may be required. Travel costs incurred for business need, will be reimbursed in line with Home Office travel policy.
